Finally, Burundi reiterated its continued appreciation for the support provided by the international community.

Several delegations expressed their appreciation to the Executive Secretary and the ESCAP secretariat for their efforts to focus greater attention and resources on small island developing States in the Pacific, and for the assistance provided to Pacific island developing countries in the preparation for the Conference.

The Group considers this a flagrant violation of the individual sanctions imposed by the Security Council, in particular of the assets freeze.

At its sixty-third session, the General Assembly decided that, beginning with the election to be held during the sixty-third session, the term of office of the members of the Assembly on the Organizational Committee should begin on 1 January instead of 23 June; and invited other bodies with members on the Organizational Committee that have not yet done so to adjust the term of office of their respective members so that the term of office of all members of the Organizational Committee can start on 1 January (resolution 63/145).

The Commission noted the important role of the Advisory Committee in the constructive dialogue between member States and the secretariat, and as a channel for members of the Commission to participate effectively in, and contribute to, the implementation by the secretariat of the decisions of the Commission.

Expressing appreciation for the work of the ESCAP/WMO Typhoon Committee, the representative of the Republic of Korea informed the Committee that his Government had been conducting a project called the “Typhoon Committee Disaster Information System”, which was a web-based disaster information system under that Committee’s Working Group on Disaster Risk Reduction meant to predict typhoon damage on the basis of the projected path of a typhoon and historical damage data using the Geographic Information System.

The participation of organizations maintaining relations with UNESCO under the “Directives concerning UNESCO’s relations with foundations and similar institutions” (Article IV.2), and of organizations not having official relations with UNESCO, is governed by Rule 7 of the Rules of Procedure of the General Conference which stipulates that “the General Conference, on the recommendation of the Executive Board and by a two-thirds majority of Members present and voting, may admit as observers at specified sessions of the Conference or of its commissions representatives of international non-governmental or semi-governmental organizations”.

The objective of the Unit’s report on the funding and staffing of OHCHR (A/62/845) was to help improve the efficiency and effectiveness of OHCHR by recommending adequate mechanisms for involving Member States in the review of the draft programme of work and of associated financial requirements, in light of the priorities established by the Human Rights Council, and for monitoring the use of funds and the implementation of the programme of work, and by recommending measures to redress the imbalance in the geographic distribution of OHCHR staff at the Professional level and above.

The organization aims to strengthen relations between Balkan States and gain information on their political, ideological and socio-economic principles, in order to: (a) reinforce partnerships to build better societies through the prevention of conflicts; (b) set priorities and coordinate efforts in order to restore normal community life; (c) focus on the social issues that emerging societies face and; (d) promote international rule of law and collaboration in the Balkans region, in accordance with the provisions of the Charter of the United Nations.

These reports will produce the input for the yearly implementation reports required by the Executive Committee.

In this regard, as it has done before in the Council, Mexico reiterates its deep concern about the violence unleashed over the past 19 days and condemns the Israeli army’s excessive use of force in Gaza, as well as the launching of rockets into Israeli territory from the Gaza Strip by Hamas, which has also resulted in deaths and injuries among the civilian population.

In addition, the Commission is reminded that the Council, in paragraph 1 (j) of its resolution 1982/50 on the revitalization of the Council, urged all its subsidiary bodies to exercise the utmost restraint in making requests of the Secretary-General for new reports and studies and to implement fully the provisions of the decisions of the Council and of the General Assembly with respect to the control and limitation of documentation.

I would like to point out my Government’s position regarding the issue of missing Kuwaitis and Kuwaiti property, as mentioned in the letter of 5 July from the Iraqi Minister of Foreign Affairs to the Secretary-General, which is not to extend the mandate of the High-level Coordinator when it expires on 31 December; to depend on the mechanisms of the Tripartite Commission; and, as suggested in the Minister’s letter to the Secretary-General dated 26 November 2010, to establish a technical team in the Kuwaiti Embassy in Baghdad, which was welcomed by all members of the Security Council in its press statement of 17 December 2010 (SC/10130).

Following a detailed discussion of the draft recommendations and taking into account the presentations made by the delegation and by the Subcommission, the Commission decided, in accordance with rule 53, paragraph 1, to defer further consideration of the draft recommendations to the twenty-ninth session in order to provide its members with sufficient time to consider the submission and the draft recommendations.

The second recommendation we make aims at ways to improve the quality of participation by developing countries whose representatives may lack expertise and experience in international IP standard setting and in the examination of the relationship between IP and national interests, and who may be unfamiliar with some of the technical subjects being discussed in WIPO and the TRIPS Council.

When applying for approval of a plan of work for exploration, each applicant is required to provide, inter alia, a description of a programme for oceanographic and environmental baseline studies in accordance with the regulations and any environmental rules, regulations and procedures established by the Authority that would enable an assessment of the potential environmental impact of the proposed exploration activities, taking into account any recommendations issued by the Commission, as well as a preliminary assessment of the possible impact of the proposed exploration activities on the marine environment.

Finally, in line with the mandate of the CDIP, the Program will also facilitate activities on IP and Development related issues as requested by the Committee, as well as those decided by the General Assembly.

After some discussion, the Commission adopted the document as proposed, with the understanding that, in accordance with the Strategic Plan, this matter could be further considered when the Committee on General Principles reviewed all relevant texts on risk analysis policies applied by Codex Committees as a whole, in order to ensure consistency throughout Codex.

(b) Expand the text to incorporate comments from the Office of the Controller that bring greater clarity and accuracy and reflect the correct terminology for the programme budget of the United Nations as approved by the General Assembly.

On this occasion, States parties, United Nations bodies and other intergovernmental organizations, national human rights institutions, international and national non-governmental organizations and academics were invited to join the members of the Committee for discussions on the main following themes: identifying and stocktaking the main achievements, constraints and challenges faced by the Committee; assessing the implementation of the Covenant in the various regions of the world, with examples of achievements and best practices regarding civil and political rights; and identifying priorities for future activities of the Committee.

The output will include: the electronic circulation of responses from NGOs to questions asked by the Committee; electronic requests from delegates; electronic viewable attendance lists of NGO representatives present in the room; and information retrieval with all relevant data about applicant NGOs.

In its resolution 1991/39, the Economic and Social Council decided that the Commission on Narcotic Drugs should establish a committee, the membership of which should be open to all States members of the Commission, to perform such functions as requested by the Commission in order to assist it in dealing with its agenda and to facilitate its work.

Introducing the Advisory Committee’s report on revised estimates resulting from resolutions and decisions adopted by the Economic and Social Council at its substantive session of 2011 (A/66/7/Add.9), he said that, since no additional appropriations were being sought over and above the level of funding of the proposed programme budget for the biennium 2012-2013 and adoption by the General Assembly of the resolutions recommended by the Council would not entail any additional requirements for the programme budget for the biennium 2010-2011, the Advisory Committee had no objections to the course of action set out in paragraphs 31 and 32 of the Secretary-General’s report (A/66/510).

The Commission agreed with the approach proposed by the CCFAC to replace food additive provisions of those Codex commodity standards that have one-to-one correspondence with the GSFA food categories, with a text referring to the provisions of the relevant GSFA category.
