The Security Council recognizes the needs of civilians under foreign occupation and stresses further, in this regard, the responsibilities of the occupying Power.

A member of the Secretariat participated in the meeting on “Heritage under Fire: The Protection of Cultural Property in Wartime” organized by the British Red Cross (London, United Kingdom, 26 June 2001), which focused on different legal instruments for the protection of cultural property in the event of armed conflict and the need for the participation of the United Kingdom in the Convention.

Reflecting on the need for effective early warning mechanisms to alert the international community to situations of concern involving minorities, the independent expert believes that the establishment of a global caucus could enhance efforts in this respect and improve timely provision of information on deteriorating situations.

Aware that increasing populations, economic growth and adverse and volatile climatic conditions have increased the urgency of enhancing investment in the agricultural sector for the purpose of ensuring food security while also achieving poverty reduction and sustainability goals, the Committee recommends that growth opportunities be created simultaneously in other sectors of the economy in order to increase overall economic productivity and decrease disparities in income distribution.

(iv) In February, UNESCO contributed to the organization of an information session for the Latvian military troops leaving for Iraq (Military Camp of Babylon), to raise awareness on the importance of Iraqi cultural heritage, its specificity and the damage which may arise from military operations.

WFP, the NGOs Action Contre la Faim, Oxfam, Save the Children UK and World Vision International, and the International Federation of Red Cross and Red Crescent Societies worked jointly on revision of the Humanitarian Charter and Minimum Standards in Disaster Response (Sphere Project) Handbook in 2009 and 2010.

The successful partnership with the International Red Cross and Red Crescent Societies, UNICEF and the Iranian Ministry of Education could serve as a unique example that can be applied in other post-disaster projects.
