ADM: The deficit of $1.3 million shown on this appropriation line mainly reflects the additional funding requirements approved by the Director-General for the following activities: the Appeals Board ($0.1 million); Computer monitors for interpretation booths in meeting rooms ($0.1 million); Additional renovation works within UNESCO premises for: the Press room at Miro and Pas Perdus, the Offices for the General Conference Commissions, the Executive Board Lounge, the Technical Rooms and IT Cabling, and the Fontenoy foyer ($0.5 million); STEPS ($1 million); the FABS Rollout ($1 million); and SISTER ($0.1 million).

With regard to the financing of UNAMID for the period from 1 January to 30 June 2009, as indicated in the progress report (A/63/544), the Advisory Committee, in the light of the comments and recommendations set out in its report, and in view of the cash balance currently available to the Operation, recommended that the General Assembly should assess an amount of $549,855,000 for the maintenance of the Operation, rather than the amount of $649,855,000 requested by the Secretary-General.

The amount of $120,800 is proposed for travel in connection with the provision of technical support for the following: to oversee engineering work, the establishment of the data centre and the implementation of information and communications technology systems at the United Nations Support Base at Valencia, Spain ($57,800); and to meet with designated officials on issues related to the regional service centre in Entebbe, Uganda, ensuring that the establishment of such a centre is aligned with the implementation of the global field support strategy ($63,000).

The main surpluses occurred on the following appropriation lines: Direction ($1.0 million); the Education Sector (ED) ($4.4 million); the Social and Human Sciences Sector (SHS) ($0.4 million); the Communication and Information Sector (CI) ($1 million); Field management and coordination (BFC) ($0.9 million); External relations and cooperation (ERC) ($0.8 million); Accounting, treasury management and financial control (BOC) ($0.2 million); Human resources management (HRM) ($0.8 million); and the Reserve for reclassifications / merit-based promotions ($0.3 million).

However, most other major religious faiths are also practised, reflecting Australia’s culturally diverse society.

The Committee also encourages the State party to strengthen its efforts to ensure that education in school meets the needs of a diverse society and revise school curricula to include a better understanding of the contribution of Cypriot communities and minorities to the State party’s history.

Following a discussion, the Executive Committee decided to approve the pilot project for validation of methyl formate as a blowing agent in the manufacture of polyurethane foam (phase I) in Brazil at a total cost of US $401,500 plus agency support costs of US $30,113 for UNDP, noting that the project was consistent with decision 55/43(e) and that it had been designed to disseminate the results from the validation of methyl formate technology in rigid and integral skin polyurethane foam applications globally, and on the understanding that the project would be the final validation project for methyl formate in the manufacture of rigid and integral skin polyurethane foams, and that approval of the project was without prejudice to consideration of the future funding request for phase II of the project by the Executive Committee.

The net decrease reflects reductions under most objects of expenditure, including $242,800 under consultants, mainly as a consequence of the increased use of in-house expertise, where possible; $104,700 under experts, resulting mainly from concerted efforts to combine meetings or reduce the number of experts and the duration of meetings, whenever possible; $121,200 under travel of staff, mainly attributable to increased utilization of video conferencing, combining trips and/or reducing the duration of travel as much as possible; $460,800 under contractual services, primarily owing to increased utilization of electronic means of disseminating publications; $111,000 under furniture and equipment, reflecting reduced requirements for the replacement of furniture and office equipment resulting from extending the lifespan of furniture and equipment; and $781,600 under grants and contributions, mainly owing to the termination of the contract with the International Computing Centre.

It is my honour, on behalf of His Excellency Mr. Alassane Ouattara, Chairman of the Authority of Heads of State and Government of the Economic Community of West African States (ECOWAS), to express to the Security Council the gratitude of the 15 heads of State of the Community for taking up for deliberation today the serious and disturbing matter of Guinea-Bissau, only days after the situation in Mali was discussed in the Chamber.

Nonetheless, the notion of defamation of religions risked removing the focus away from the basic right of individuals and groups and to the protection of institutions, symbols and ideas; furthermore, it could lend itself locally to support for laws that penalized religious minorities and stifled legitimate dialogue among persons of different faiths and cultures.

During their visit, the Working Group found that the challenges faced by people of African descent in Portugal related mainly to their lack of recognition as a specific group in the national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence of racial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special measures or affirmative action policies in Portugal for people of African descent or other minorities.

Concrete follow-up initiatives have included the organization of specific training sessions with a view to stimulating decision- and policy-makers to enact the right of universal online access to public and government-held records, to identify and promote repositories of information and knowledge in the public domain and to make them accessible to all, as well as to undertake the preservation and digitization of public domain information held by governments.
