This double veto leaves the Security Council helpless against the violence of the Syrian regime, but France will not leave the Syrian people to face the crimes to which they are victim alone.

The General Committee may wish to recommend that the Assembly, when considering item 9 in its entirety in plenary meeting, take note of the clarification that, in implementing resolution 58/316, the relevant parts of chapter I of the report of the Economic and Social Council will be considered by the Main Committees concerned, under agenda items already allocated to them, for final action by the Assembly.
