The Democratic Union of the Hungarians in Romania obtained 9 senator mandates and 22 deputy mandates.

In the region of Latin America and the Caribbean, the Director-General paid official visits to: the Dominican Republic – the Director-General had discussions with the President of the Republic, several ministers, and senators and deputies, drawing their attention in particular to the importance of ratifying the Convention for the Safeguarding of the Intangible Cultural Heritage; Panama – where he had talks with the President of the Republic and several ministers; Guatemala – the President of Guatemala and the Director-General discussed the importance of cooperation with UNESCO in the area of peace and reconciliation as well as to promote the Mayan cultural heritage.

The term of office for both senators and deputies is five years and they may be re-elected.

The 2009/10 elections are projected to be more complex, taking into account the following requirements under the new Electoral Law: (a) all senators, deputies, mayors and local representatives will have to be elected on the same Election Day; (b) regarding the preparation of ballots, the blank vote will be introduced in the ballots, which will require four different ballots for four different, simultaneous elections for up to two rounds; (c) regarding the compilation of results, the blank vote will need to be counted and the total number of ballots will need to be processed and tabulated for four different, simultaneous elections; and (d) regarding electoral dispute, new provisions in the Electoral Law may increase the number of disputes and complaints, as well as the number of staff required to manage electoral litigation at the same time for four different, simultaneous elections.

After establishing the political forces, which met the electoral threshold, the county electoral bureau establishes, separately, for the Chamber of Deputies and the Senate, the constituency’s electoral quotient, by dividing the total number of votes validly cast for all the electoral competitors, which have met the electoral threshold and for the independent candidates who have obtained the majority of the votes validly cast in the uninominal college in which they stood as candidates to the number of deputies, respectively senators, who are to be elected in that constituency.

Under the former blocked voting list system used at the parliamentary elections, political parties were obliged to prepare the candidates’ lists for the election of deputies and senators so as to make sure both genders were represented.

On 23 February 2010, Representative Collin Peterson (Democrat-Minnesota), Chairman of the House Committee on Agriculture, together with 38 other co-sponsors, introduced HR 4645, which would allow people to travel freely to Cuba, amend the policy of payment in cash in advance and allow the use of United States financial institutions for agricultural sales transactions.

The temporary parliament will host the newly elected members of the Senate and representatives of the State for the 2011 parliamentary session.

The lowest of these quotients represents the national electoral quotient, for deputies and, separately, for senators.

The Constitutional Court ensures the effectiveness of this guarantee by means of an action of unconstitutionality in respect of laws and enactments (art. 161.1(a)), which may be brought by the President of the Government, the Ombudsman, 50 deputies, 50 senators, the executive collegiate bodies of the Autonomous Communities and, when appropriate, their legislative assemblies (art. 162.1(a)).
