He served as the Minister of State, Deputy Prime Minister and Government Spokesman in the 60th Government formed by Mr. Recep Tayyip ERDOĞAN (2007-2011).

On 8 December 2009, at a meeting between Felipe Calderón Hinojosa, the President of the United Mexican States, and Mr. Recep Tayyip Erdogan, the Prime Minister of the Republic of Turkey, the two Heads of State agreed to explore the possibility of establishing a working group to propose bilateral cooperation mechanisms to combat organized crime and terrorism.

Kurdistan Regional Government (KRG) President Massoud Barzani paid a five-day visit to Ankara from 2 to 6 June, where he met with President Abdullah Gül, Prime Minister Recep Tayyip Erdoğan and Foreign Minister Ahmet Davutoğlu to discuss issues of mutual concern, in particular security, the economy and energy.

On 3 November 2008, the Undersecretary of the Ministry of Environment and Forestry of Turkey, Mr. Hasan Z. Sarikaya, opened the joint meeting of the seventh session of the Committee for the Review of the Implementation of the Convention (CRIC 7) and the first special session of the Committee on Science and Technology (CST S-1) and delivered a statement on behalf of the President of Turkey, Mr. Abdullah Gül, and the Prime Minister of Turkey, Mr. Recep Tayyip Erdoğan.

Such initiatives open a new era for collaboration, particularly with regard to the development of the business coalition for intercultural dialogue and cultural diversity launched in New York in October 2009 in the presence of the Prime Minister of Turkey, Recep Tayyip Erdoğan, and Antonio Brufau, Chief Executive Officer of Repsol, under the auspices of the Alliance and the Global Compact.

In a letter addressed to the President of the Security Council dated 7 July 2011 (S/2011/419), the Secretary-General announced his appointment of four members of the Group of Experts as follows: Ilhan Berkol (Turkey, customs/transport expert), Omayra Bermúdez-Lugo (United States of America, diamond expert), Joel Salek (Colombia, finance expert) and Manuel Vazquez-Boidard (Spain, regional expert).

The mission was comprised of the chairperson of the Permanent Forum, Victoria Tauli-Corpuz; members Lars Anders-Baer, Bartolomé Clavero and Carlos Mamani; and two officials of the Department of Economic and Social Affairs of the United Nations Secretariat, as well as experts from the Office of the United Nations High Commissioner for Human Rights (OHCHR) in the country, the Food and Agriculture Organization of the United Nations (FAO) (subregional office of FAO in Panama) and the International Labour Organization (ILO) in both Bolivia (Plurinational State of) and Peru.
