I should like to take this opportunity to remind you, Mr. President, and the Conference that on Tuesday, 16 February, at the first meeting of the Conference that we chair, we will welcome Mr. Igor Petrishenko, my country’s First Deputy Minister for Foreign Affairs, who will address the Conference and touch on the question of nuclear disarmament.

Further support was provided by the NGO CENAISE in Ecuador, by the Dirección General de Educación Permanente (DIGEP) of the Ministry of Education in Paraguay, and the Universidad Michoacana de San Nicolás de Hidalgo in Mexico.

As part of the project, 157.7 million Mexican pesos have been invested since 2006 in purchasing building materials, farm land and plots of land in urban areas, and inputs for gainful activities to assist 2,043 displaced indigenous families to relocate or return to their home areas in the states of Chiapas, Guerrero, Hidalgo, Jalisco, Nayarit and Oaxaca.

The ‘Destination Nature’ scheme (“Fahrtziel Natur”) of the Deutsche Bahn AG is an effective programme which links environmentally friendly mobility concepts with close-to-nature tourist activities and offers corresponding services for the National Park and the Nature Park “Bayerischer Wald ”, the Berchtesgaden National Park, the Nature Park Frankenwald and the Alpine nature conservation area “Allgäuer Hochalpen”.

On the basis of the above, it is proposed to strengthen the Stabilization Support Unit with one post of Regional Programme Adviser (P-4) based in Kinshasa, three Provincial Coordination Officer posts (P-3) (through the establishment of 2 new posts and the reassignment of 1 post of Mine Action Officer from the Mine Action Liaison Unit) to be based in Goma, Ituri and Bukavu, and one position of Stabilization Support Officer (United Nations Volunteer) to be based in Maniema, reporting directly to the Coordinator of the eastern Democratic Republic of the Congo while retaining close coordination with the integrated office in Kinshasa.

The study was implemented by an external agency between 19 June and 12 July 2011 by means of a survey carried out among 846 adolescents and young people between the ages of 15 and 24 in 13 communities, located within eight municipalities in four states (Chiapas, Guerrero, Hidalgo and Oaxaca).

Whereas it has been internationally recognized, including by the principal organs of the United Nations, that Armenia unleashed the war, attacked Azerbaijan and occupied its territories, including the Daghlyq Garabagh (Nagorno Karabakh) region, carried out ethnic cleansing on a massive scale, perpetrated other heinous crimes in the course of the war and established the ethnically constructed subordinate separatist entity on the captured Azerbaijani territory, it is curious that Armenian propaganda continues to qualify the aggression against Azerbaijan as “a peaceful and constitutional demand of the Nagorno Karabakh people to exercise its right to self-determination”.

The Executive Board, in 180 EX/Decision 58, proposed to take the pioneering and everpertinent message of Tagore, Neruda and Césaire as the starting point for engaging the Organization in substantial reflection and renewed action on a universal reconciled with diversity in keeping with UNESCO’s intellectual watch mandate within the United Nations system since the adoption of the Organization’s Constitution in 1945.

I request that the present letter and the attached statement of the Foreign Ministry of the Nagorno Karabakh Republic (see annex), in response to the letter of the representative of Azerbaijan, be circulated as an official document of the General Assembly, under agenda items 35 and 39, and of the Security Council.

Precipitation is greatest in the mountains and foothills, averaging up to 398 millimetres (Koine-Kesir), and lowest in the Kara-Bogaz-Gol bay (95 millimetres) and north-east Turkmenistan (105 millimetres).

During the Security Council briefing on the item “Threats to international peace and security caused by terrorist acts”, the President of Azerbaijan made an unsuccessful attempt to lay its own responsibility for links with terrorist groups on others, being the leader of a country that actively used thousands of mercenaries closely linked to notorious international terrorist networks in its war aimed at the annihilation of the people of Nagorno-Karabakh.
