The Committee will integrate numerous related national organs and institutions to fulfil its mandate, which includes: developing mechanisms to prevent and fight against illicit trafficking; promoting public information campaigns to raise awareness of theproblem; elaborating a “Red List” for Argentina’s cultural property at risk following the ICOM model, to be ultimately included in the Red List of Latin American Cultural Objects at Risk; ensuring that databases of cultural property are maintained and updated; providing specialized training in prevention and fighting against illicit trafficking to public and private agencies; and working together with all national and international, governmental and non-governmental entities in this fight.

Perhaps the United States might follow the lead of Belgium, where 18-year-olds are conscripted to run the polls.

In the same letter, the Chairman, on behalf of the Committee, sought the agreement of the Special Court for Sierra Leone on notification procedures for the travel of listed individuals pursuant to paragraph 8 of resolution 1793 (2007), which would bemodelled upon the notification procedures agreed between the Special Court forSierra Leone and the Security Council Committee established pursuant to resolution 1521 (2003) concerning Liberia in connection with the similar exemptions to the travel ban concerning Liberia, as set out in Security Council resolution 1688 (2006).

That could be done, as with hybrid or mixed entities established by instruments of domestic private law, in paragraph (2) of the commentary on article 2.

In Togo, UNDP facilitated a successful nationally-led inter-party dialogue, which reached agreement in advance of elections on key post-election governance reforms and on a national architecture for conflict management, modeled on Ghana’s UNDP-assisted National Peace Council.

(d) Note that progress in the related regulations pertaining to the activities of flag States was also insignificant and regret that to this day, it has not been possible to launch the negotiation of a binding Agreement that would allow for the effective implementation of flag State obligations arising from the United Nations Convention on the Law of the Sea and the Agreement, replicating the model forming the basis for the FAO Binding Agreement on Port State Measures.
