The existing remuneration package for DC members comprises: (a) a monthly honorarium of $20,290; (b) an accountable annual provision of Operating Expenses Allowance at the rate of $233,544; (c) a non-accountable monthly provision of Miscellaneous Expenses Allowance at the rate of $4,120 to cover expenses like entertainment, self-development, personal insurance and minor purchase; (d) an accountable Setting-up Allowance of $100,000 per DC term to cover the cost of setting up a ward office, such as renovation of premises, purchase of furniture and equipment; and (e) an accountable Winding-up Allowance of $72,000 per DC term to cover expenses required to wind up a ward office, including severance payments for staff of the DC members.

For the particular case of the mission of consultant architect, the inadequate prior definition of the programme led UNESCO to calculate remuneration as a percentage of the works carried out, most of it in firm and optional phases, and even, in the final analysis, remuneration by unit of time, [...] [...]

At a relevant meeting of creditors to which section 21(1)(a) or (b) of this Ordinance is applicable, a resolution that the provisional supervisor of the company may be remunerated at a rate higher than the approved scale of fees mentioned in section 1 of Part 5 of Schedule 4 to this Ordinance may be passed or rejected.

In addition, UNESCO employs other service providers who are not staff members such as supernumeraries, consultants and fee contract holders at Headquarters, and service contract and special service agreement holders in the field.

It is also the intention of the Secretary-General to pay an honorarium to the judges on the Appeals Tribunal for each decision rendered, using rates equivalent to those applied to the judges of the ILO Administrative Tribunal: head judges would receive $2,400 per judgement, and participating judges would receive $600 per judgement.

There are Civil Service Regulations and general guidelines issued by the Director of Administration governing the charging of the entertainment expenses to public funds.

(F) Subject to the Companies Act and to the next paragraph of this Bye-law, no Director or proposed or intended Director shall be disqualified by his office from contracting with the Company, either with regard to his tenure of any office or place of profit or as vendor, purchaser or in any other manner whatever, nor shall any such contract or any other contract or arrangement in which any Director is in any way interested by liable to be avoided, nor shall any Director so contracting or being so interested be liable to account to the Company or the shareholders for any remuneration, profit or other benefits realised by any such contract or arrangement, by reason only of such Director holding that office or the fiduciary relationship thereby established.

(h) Subject to the Ordinance, a Director may hold any other office or place of profit under the Company (other than the office of auditor) in conjunction with his office of Director for such period and on such terms (as to remuneration and otherwise) as the Directors may determine and no Director or intending Director shall be disqualified by his office from contracting with the Company either with regard to his tenure of any such other office or place of profit or as vendor, purchaser or otherwise, nor shall any such contract, or any contract or arrangement entered into by or on behalf of the Company in which any Director is in any way interested, be liable to be avoided, nor shall any Director so contracting or being so interested be liable to account to the Company for any profit realised by any such contract or arrangement by reason of such Director holding that office or of the fiduciary relation thereby established.

(e) Where arrangements are under consideration concerning the appointment (including the arrangement or variation of the terms thereof, or the termination thereof) of two or more Directors to offices or places of profit with the Company or any other company in which the Company is interested, a separate resolution may be put in relation to each Director and in such case each of the Directors concerned shall be entitled to vote (and be counted in the quorum) in respect of each resolution except that concerning his own appointment (or the arrangement or variation of the terms thereof, or the termination thereof) and except (in the case of an office or place of profit with any such other company as aforesaid) where the other company is a company in which the Director together with any of his associates own 5 per cent. or more.

The outputs to be delivered under this component are set out in paragraph 29C.35 of the budget document, and include the provision of a wide array of training programmes designed to build and sustain the Organization’s leadership and managerial capacity; improve the human and financial resources management expertise of programme managers and staff with administrative responsibilities; upgrade the information technology skills of Secretariat staff; build and strengthen linguistic capabilities; and support career development and upgrade substantive skills.
