Key achievements include an enhanced evidence base on education and HIV/AIDS, including through a research stock-taking exercise supported by the IATT; significant efforts to measure country progress, also through the 2004 Global HIV/AIDS Readiness Survey (a second round of which is planned for this biennium), and support for the identification of core indicators to monitor education sector responses to the AIDS epidemic; as well as policy and technical guidelines and tools developed by the IATT to guide HIV mainstreaming in education at country level.

The three initiatives, “Poverty and the Environment in Uruguay”, “Territorial Climate Change”, and “Departmental Capacity Strengthening for Risk Management in Uruguay” are being developed by various agencies of the United Nations system and their clear complementarity justifies an additional effort to increase impact.

By internally clearing United Nations-generated offsets via the purchasing of carbon offsets through the CDM and with advice from the secretariat of UNFCCC, carbon offsetting could be achieved in a least costly and most efficient manner, obviating the costs for offset brokering.

In the majority of developing countries, with weak scientific and technical infrastructures, the benefits in the form of the stimulus to domestic innovation will be muted, but they will still face the costs arising from the protection of (mainly foreign) technologies.

Furthermore, in order to achieve an efficient and targeted implementation of the plan of action on victim assistance and to match cooperation and assistance successfully, greater efforts were needed at the national level to understand the scale of the problem and the real state of implementation on the ground.

To prevent this practice, the Inter-institutional Committee for the Prevention of Recruitment has provided technical support to authorities and communities in over 100 municipalities and, as a result of significant efforts by mayors and municipal ombudsmen, at least 61 municipalities now have a policy to prevent recruitment.

Those parties, primarily Governments, had a responsibility not only to aid the uprooted populations but also to work towards a durable solution, as Bosnia and Herzegovina, Croatia, Montenegro and Serbia had done in their commendable initiative to close the refugee chapter in the Western Balkans.

Here, at the beginning of a new year, let us renew our conviction that no civilian anywhere should bear the costs of war.

The Agency’s programmes for, among others, youth, women and special needs students, and its participation in projects in refugee camps in Lebanon, including the reconstruction of the Nahr el-Bared camp, were most commendable, as were the efforts made by the Government of Lebanon to strengthen refugees’ rights and extend refugee services.

More intensive efforts likely are needed, with new tools, to overcome outdated thinking about the utility of anti-personnel mines.

The current biennium has seen energetic efforts within the context of the Strategic Realignment Program (SRP) in strengthening: (a) the results-based approach to the management of the Organization’s activities; (b) the management of financial resources; and, (c) internal controls.

Thus the value of the patent system needs to be assessed in a balanced way, acknowledging that it has both costs and benefits, and that the balance of costs and benefits is likely to differ markedly in diverse circumstances.

The international community counts on its Blue Helmets to protect the vulnerable in some of the world's most dangerous places, but their service comes at a high cost--throughout UN peacekeeping’s more than 60-year history, violence, accidents and disease have cost the lives of more than 2,700 individuals working in hot spots around the world, from the Middle East to the Balkans, Africa and beyond.

To date, and despite efforts undertaken by the Government and indigenous organizations, these plans are still in a preliminary stage and require a significant boost to ensure rapid protection.

In the determination of the Consideration, the Purchaser has considered the paid up capital of Kingsrich of US$1,000 (equivalent to approximately HK$7,816) and the amount of the Loan as at 31 May 2007 of US$295,528 (equivalent to approximately HK$2,309,965 at the Agreed Exchange Rate) and has also considered (i) the market value of the Land as at 31 March 2007 of approximately RMB65 million (equivalent to approximately HK$66.74 million) as indicated to the Company by the Valuer which is higher than the amount of land premium payable by JYTP under the Land Use Right Grant Contract; and (ii) the time and effort spent by the Vendor in the setting up of JYTP including, but not limited to, the negotiation of the terms of the joint venture contract and the joint venture articles of JYTP and the Land Use Right Grant Contract.

Serious efforts are needed to enhance cooperation between producers and consumers, increase transparency, tighten regulation of financial market participants and give market overseers the instruments to contain the influence of excessive speculation on prices.

The development policy challenges increase considerably as the production process becomes more scale- and knowledge-intensive, since the technological and organizational capabilities required to compete internationally become more costly to acquire and more difficult to master.

In this section we now focus on the vulnerabilities that exist in the current university system—attrition, time to degree completion, and career path transparency—and describe some efforts to address them.

Such criteria include professional knowledge and industry experience, personal conduct, integrity and skills, as well as an undertaking to allocate sufficient time to deal with the Company’s affairs.
