The Special Rapporteur recommends that the Government of Myanmar respect freedom of expression and opinion and freedom of assembly and association in the context of the national elections; release all prisoners of conscience; address justice and accountability; implement the four core human rights elements, as detailed in his previous reports; and facilitate access for humanitarian assistance and continue developing cooperation with the international human rights system.

While the Government publicly claimed to listen to southern grievances, its security forces had responded to largely peaceful protests with a crackdown and attacked independent media and outspoken southern academics and students.

I sincerely hope that you, in your capacity as United Nations High Commissioner for Human Rights, speak up for the people of Israel and publicly condemn these indiscriminate attacks at the current session of the Council.

It has only been the pressure of the Bills Committee and the help of Mr Peter Wong which brought the various parties together to reach the compromise which we are looking at today.

Despite repeated calls by the international community, demonstrated in the resolution on the Middle East adopted at the 1995 Review and Extension Conference of the Parties to the Treaty and in related resolutions of the General Assembly, the General Conference of the International Atomic Energy Agency (IAEA) and the Organization of Islamic Cooperation, the Zionist regime, confident of the political and military support of the United States of America, has neither acceded to the Treaty nor placed its unwarranted nuclear facilities under IAEA full-scope safeguards.

Mr Deputy, I would like to talk more on the actual situation after 1997. If the actual situation is one which the legislature is not returned by universal suffrage or if not all its seats are returned by universal suffrage but only some of its seats are returned by universal suffrage, and if the executive authorities do not take some matching actions, then a difficult problem will appear, that is, the executive authorities may have to rely on some seats returned from a minority of people to sustain its rule.

The concrete measures recommended by the Working Group include the adoption of specific legislation on non-discrimination; the development of a national campaign to promote multiculturalism and respect for the dignity of the Afro-Ecuadorian people; the adoption of measures to reduce the educational gap that exists between Afro-Ecuadorians and the wider population; the introduction of ethno-education for people of African descent; the strengthening of Afro-Ecuadorian civil society; measures to eliminate racism and discrimination in the media; further efforts to encourage participation of persons of African descent in public administration; the establishment of a centre for Afro-Ecuadorian studies; the further development of free legal aid services; the creation within the office of the Ombudsman of a sub-unit dedicated to issues related to people of African descent and the creation of special programmes to promote the education of women of African descent.

During this session, the SHS and SC Commissions examined the resolution proposed in document 35 C/COM SC/DR.1 (submitted by: Austria, Belgium, Plurinational State of Bolivia, Burkina Faso, Congo, Democratic People’s Republic of Korea, Denmark, Djibouti, Dominican Republic, Finland, Iceland, Libya, Lithuania, Luxembourg, Madagascar, New Zealand, Netherlands, Norway, Palau, Papua New Guinea, Poland, Portugal, Samoa, Senegal, Slovenia, Sweden, Tuvalu, Uruguay; co-sponsored by: Barbados, Costa Rica, Germany, Kazakhstan, Latvia, Lebanon, Malaysia, Monaco, Pakistan, Solomon Islands, Suriname, and Zambia), requesting the Director-General to strengthen UNESCO’s specialized capacity on climate change, building upon UNESCO’s unique interdisciplinary profile.
