The introduction of a Standing Committee would be a way of ensuring that adequate time and attention is devoted to this critically important issue in the wider meeting so that all delegations can participate and benefit.

The Seoul Agenda calls upon UNESCO Member States, civil society, professional organizations and communities to recognize its governing goals, to employ the proposed strategies, and to implement the action items in a concerted effort to realize the full potential of high quality arts education to positively renew educational systems, to achieve crucial social and cultural objectives, and ultimately to benefit children, youth and life-long learners of all ages.

Examples of water storage that can benefit farmers in developing countries include storing water from evening river flows for daytime use and groundwater storage.

These achievements are owing primarily to the policy of abolishing registration fees at all State-run educational establishments, the implementation of the school meals programme (from which 4,055,135 pupils benefited in 2010, up from 119,512 in 1998, for an increase of 3,293 per cent), the introduction of educational missions (Robinson I, Robinson II, Alma Mater and Sucre), the building of 4,037 new State schools, a 161 per cent increase in the number of teachers, and the strategies that have been successfully designed and implemented at all levels and modalities of education.

The immediate impact of intellectual property protection is to benefit financially those who have knowledge and inventive power, and to increase the costs of access to those without.

We stress that promoting sustained, inclusive and equitable economic growth is necessary for accelerating progress towards achieving the Millennium Development Goals, as well as for promoting sustainable development, but it is not sufficient: growth should enable everyone, in particular the poor, to participate in and benefit from economic opportunities and should lead to job creation and income opportunities and be complemented by effective social policies.

It was immediately clear from the information on the implementation of the decentralization strategy that it should not be seen as the dismantling of a centralized bloc, but rather as the establishment of new arrangements based on the system concept.

This theme, which is at the heart of UNESCO’s programmes, should encourage young people to reflect on new methods of combating illiteracy so that they may become more involved and motivate other young people to join in the education process, which will make it possible for them to participate fully, and in a more autonomous and motivated manner, in the society and economy in which they live.
