Numerous books and texts detailing the range of options available under TRIPS have been produced.11 In the following paragraphs we describe some of these options and consider their relevance to the type of procompetitive patent regime that we recommend for the majority of developing countries.

The recommendations for the Executive Committee’s consideration set out at the end of the document relate to the scheduling of next year’s submission of PCRs by the agencies, further improvements in data consistency, the provision of missing information, the need to develop project completion report formats for MYAs and the use of lessons learned reported in PCRs for future project preparation and implementation.

Following a discussion, the Executive Committee decided to approve the pilot project for validation of methyl formate as a blowing agent in the manufacture of polyurethane foam (phase I) in Brazil at a total cost of US $401,500 plus agency support costs of US $30,113 for UNDP, noting that the project was consistent with decision 55/43(e) and that it had been designed to disseminate the results from the validation of methyl formate technology in rigid and integral skin polyurethane foam applications globally, and on the understanding that the project would be the final validation project for methyl formate in the manufacture of rigid and integral skin polyurethane foams, and that approval of the project was without prejudice to consideration of the future funding request for phase II of the project by the Executive Committee.

These are implemented through regional pre-school education programmes and are partially financed out of local and regional scholarship programmes addressed to particularly gifted students from the poorest families, and through development projects improving the quality of education, narrowing the educational gap in the process of education, more effective teaching of key competences needed in future education and in the labour market.

The main objective of the Workshop was to provide a forum to highlight recent scientific and technical results in order to (a) develop the basic science of heliophysics (the connections between the Earth, the Sun and inter-planetary space) through cross-disciplinary studies of universal processes; (b) determine the response of terrestrial and planetary magnetospheres and atmospheres to external drivers; (c) promote research on the Sun-heliosphere system outward to the local interstellar medium; (d) foster international scientific cooperation in the study of heliophysical phenomena now and in the future; (e) preserve the history and legacy of the International Geophysical Year on its fiftieth anniversary; and (f) communicate unique results of the International Heliophysical Year to the scientific community and the general public.
