Other achievements under the Convention have included the adoption of Act No. 29478, which deals with the provision of facilities to enable persons with disabilities to vote; Act No. 29524 on Deafblind Persons, which recognizes deafblindness as a single disability; Administrative Decision No. 0269-2009 of the National Identity and Civil Status Registry (RENIEC), which establishes that national identity documents are to be issued free of charge to persons with disabilities and provides for expedited procedures for persons, especially children, who do not have a birth certificate; and legislation on health-care provisions for members of the armed forces and police.

Regular meetings were held throughout the seven days at the Istanbul Congress Centre to provide a dialogue between Member State negotiators and the Civil Society Forum.

Other major upcoming events include a workshop in Islamabad for members of Pakistan’s Parliament on strengthening the oversight role of Parliament in the implementation of anti-money-laundering and combating the financing of terrorism laws, the fourth regional workshop for police officers and prosecutors in South Asia on effectively countering terrorism, to be held in Thimphu, and a workshop in Belgrade for countries from South-East Europe on the law enforcement aspects of preventing the financing of terrorism.

The Unit’s establishment will serve to enhance a range of other recent initiatives such as the Australia China Forum, which was announced on the sidelines of the Council’s Forum with Chinese Vice-President Xi Jinping and the Australian Prime Minister at the time, Kevin Rudd.

Welcoming the fifth World Youth Congress, to be held in Istanbul, Turkey, European Capital of Culture 2010, from 31 July to 13 August 2010, and the initiative of the Government of Mexico to host a World Youth Conference, in Mexico City from 24 to 27 August 2010, both of which will focus on the issue of youth and development in the context of the Millennium Development Goals, as well as the inaugural Youth Olympic Games, to be held in Singapore from 14 to 26 August 2010, the aim of which is to inspire young people around the world to embrace, embody and express the Olympic values of excellence, friendship and respect

As the report of the Secretary-General makes clear, the Special Representative of the Secretary-General “did not call the elections, which were not organized within the framework of resolution 1244 (1999), and will not certify the results” ( ibid., para. 4).

5.1 In her comments dated 11 April 2009, the author submits that the State party in its observations has not indicated why the requirement of the national legislation to seek prior permission for holding a peaceful gathering with the purpose of disseminating information in her particular case would be a permissible restriction of her right, within the meaning of article 19, paragraph 3, of the Covenant.

In paragraph 63 of his report (A/64/380), the Secretary-General provides information on a number of related initiatives being implemented concurrently with ERP within the United Nations Secretariat and missions, including: IPSAS implementation, the talent management system (recruitment and staffing), Lean Six Sigma (non-systems process improvement), enterprise content management and customer relationship management, as well as a fuel management system and a rations management system for peacekeeping functions.

In section V, paragraph 11, of the same resolution, the General Assembly requested the Secretary-General to seek a more effective strategy to fill current and future language post vacancies at all duty stations in a timely manner, took note of paragraph 92 of the report of the Secretary-General on the pattern of conferences (A/63/119 and Corr.1), and also requested the Secretary-General to hold the competitive examinations for the recruitment of language staff referred to in that paragraph, as well as other examinations beyond 2009, well in advance so as to fill current and future language post vacancies at all duty stations in a timely manner, and to inform the Assembly at its sixty-fourth session of efforts in that regard.

A host of concrete proposals were suggested to the coordinators of the Dialogue, such as: dialogue and networking among universities; dialogue among young scientists, involving UNESCO chairholders in dialogue activities; dialogue among student journalists and seasoned media practitioners from both regions; the holding of youth forums; reactivation of the Committee for the Translation of Literary Works and increase in the translation of Arabic works into European languages; a comparative study of school textbooks; dialogue involving professionals from cultural industries; the organization of an interregional conference on the image of Arab-Islamic culture in European history books.
