UNESCO foresees participation in CP Outcomes in improved governance and social protection, ensuring quality and inclusive education through curriculum revision and teacher training, especially for marginalized groups; strengthened capacities for data collection and management; strengthened environmental sustainability policy, programmes and implementation; HIV/AIDS prevention; access to effective knowledge systems and mechanisms; enhanced employment and livelihood opportunities through facilitation and support to develop an entrepreneurship culture, improved local business climates for micro-, small- and medium-enterprise sectors, including upgrading of skills training with special attention to women and youth.

The Committee recalls that such information is indispensable to: understanding the situations of specific groups of persons with disabilities in the State party who may be subject to varying degrees of exclusion, especially indigenous people, women and children with disabilities and persons who live in rural areas; developing laws, policies and programmes adapted to their situations; and assessing the implementation of the Convention.

Economic, social and cultural rights did not enjoy the same attention as civil and political rights, but all rights were interrelated and interdependent, including the right to development, which encompassed not merely economic growth but also improvements in the condition of peoples, in particular those who were oppressed and marginalized, in order to establish justice, equality and sustainable development for all.

The Conference also noted the impacts that climate change were having on the agricultural sector in the region, and recognized that those already vulnerable to food insecurity were most at risk.

Mr. Makanaky suggested that the United Nations Research Institute for Social Development could start a series of long-term research projects to deliver data for decision-makers; UNESCO could assist States and academia in setting up programmes that would connect the African diaspora with the African continent; WHO could sponsor regional initiatives to address challenges faced by people of African descent in the area of health; ILO could conduct a survey on discrimination against people of African descent at work; the United Nations Development Programme, as the coordinator of the United Nations family, could follow up on initiatives decided by the Working Group.

Their initiatives encourage activities to raise awareness and disseminate information among the general public or among target groups, participation in the decision-making process, and the drafting of recommendations to draw the Government’s attention to specific aspects of rights and freedoms.

In 2010, UNHCR focused on implementing the 10-Point Plan of Action on Refugee Protection and Mixed Migration; developing measures for the protection of asylum-seekers at sea; contributing more effectively to international efforts to prevent and combat trafficking in people; promoting global and regional mechanisms to devise protection-sensitive migration policies; responding to the needs of persons in need of international protection, including vulnerable individuals such as unaccompanied/separated minors, in mixed movements; increasing awareness of the phenomenon; and exploring opportunities to increase protection space for refugees and asylum-seekers, for example through regional free movement arrangements and labour migration schemes, and promoting global and regional consultative processes.

The Meeting recalled the provisions of ESCAP resolution 66/10, whereby the Commission had called upon members and associate members, inter alia, “to ground universal access in human rights and undertake measures to address stigma and discrimination, as well as policy and legal barriers to effective HIV response, in particular with regard to key affected populations” and had requested the Executive Secretary to convene a highlevel intergovernmental meeting “to assess progress against commitments in the Political Declaration on HIV/AIDS and the Millennium Development Goals and efforts to ensure universal access, and identify areas for regional cooperation, in particular in such areas as policy and legal barriers to universal access and promoting dialogue between health and other sectors, including justice, law and order and drug control”.

The New York City Police Department reports that their officers departed the vicinity of the Mission at 11.26 a.m., doing so only after the police determined that the group of demonstrators posed no threat to the Permanent Mission, its members or the public at large.

The Conference recommended that FAO work with member countries to increase productivity of crops that are of particular relevance to the diets of food- and nutritionally-insecure people, including starchy staples, pulses, coarse grains, vegetables, horticultural crops and oil crops.

Canada’s new annual national household survey of the general population (aged 15 years and older) for 2009 found some decrease in annual prevalence of cocaine use (from 1.6 per cent to 1.2 per cent) over 2008, as well as decreases in all other categories of illicit drug use.

It also seeks to stimulate and promote the industry through release of knowledge and the project results for enterprises to adopt and use to create products offering solutions to those groups in a competitive market and guaranteeing compliance with the law.
