In June the International Award for Literacy Research (UIE) was given to Judith Kalman (Mexico) for her ethnographic study on access of a group of women to written culture; the implications of literacy as a tool for promoting solidarity and social change.

Today’s meeting provides a timely opportunity to review the overall situation in Afghanistan, a country steeped in blood where geography jostles with ethnology and strategy with history, especially in the context of President Karzai’s success in the recent Afghan elections and the Security Council’s forthcoming consideration of the mandate of the United Nations Assistance Mission in Afghanistan (UNAMA), due to expire in March 2010.

The federal government has also taken steps to ensure that students with disabilities have access to technology, and to provide lowincome students and students of color with increased access to early learning and college.

There are a number of other classroom and extra-curricular activities that foster a culture of human rights, including student parliament, various school groups and students’ rights groups.

Thirdly, there exists an economic structure that results in market-based incomes that are relatively equitable; this includes an educational system that allows workers to acquire the skills necessary to obtain high wages, macroeconomic and microeconomic policies that maintain high levels of employment, a diversified economic structure of manufacturing and service sectors that require highly skilled workers, and limits on non-productive rent-seeking activities.

Proposals for consideration of new topics have arisen in a number of ways: from government proposals made directly to the Commission (e.g. the proposal for work on transparency in treaty-based investor-State arbitration in 2008); from consultation with various international organizations (e.g. with the International Maritime Committee on international carriage of goods); from special colloquiums and seminars (such as the 1992 Congress on International Trade Law, the 1998 New York Convention Day and various colloquiums on other topics convened in recent years); or as topics that are related to subjects already under discussion in the working groups (e.g. the need for a text on electronic signatures was identified during development of the Model Law on Electronic Commerce).
