The development of human resources within the framework of the ESF includes the development of an education system which is available to everyone and ensures labour force flexibility, coping and lifelong learning, the development of human resources in order to increase economic competitiveness of companies, ensuring equal opportunities on the labour market and increasing administrative capacity.

To that end measures are being taken in other areas; these include the work of the State Personal Autonomy and Technical Aids Reference Centre (CEAPAT), a technology centre established under the authority of the Ministry of Health and Social Policy with the task of contributing to the realization of the rights of persons with disabilities and older persons by promoting full accessibility, assistive products and technologies and designs conceived with everyone in mind.

It may be obvious that the Secretariat cannot cover all the skills needed for every kind of mission in UNESCO’s fields of competence, and whereas the logic of globalization may call for the division of staff working for UNESCO into permanent staff and staff employed on an ad hoc basis, the right balance must be struck between the two categories.

The Commission stresses that education is a human right, and that equal access to education, training and science and technology empowers women and girls in the context of global economic and technological changes and promotes development, all human rights, human rights education and learning at all levels, as well as gender equality, the elimination of all forms of discrimination and violence against women and girls and the eradication of poverty.
