The proposed budget of the Logistics Base for the period from 1 July 2010 to 30 June 2011 (A/64/698) was $72,017,800, which was 24.3 per cent higher than the resources approved for 2009/10, reflecting an increase in staffing, mainly to strengthen the Standing Police Capacity, establish a Justice and Corrections Standing Capacity and relocate the Field Central Review Board secretariat; additional requirements for construction services to create equipment room and office space for Communications and Information Technology Services and the data centre and network communications centre and to upgrade the electrical system at the Logistics Base; and additional requirements to acquire communications and information technology equipment for the secondary telecommunications facility at Valencia.

The specific objectives of the Meeting were: (a) to examine the trends that are apparent in the worldwide development of GNSS and how they will affect the growing population of users of satellite-positioning technologies; (b) to review ongoing and planned initiatives as well as case studies that could contribute to the wider use of GNSS technology and its applications, including the possibility of one or more national, regional and international pilot projects in which interested institutions could incorporate the use of GNSS technology; (c) identify a functional partnership that could be established to promote innovative GNSS-enabled applications, as well as recommend how such a partnership could be established through voluntary actions that could include Governments, international organizations, research and development institutions, academia and other relevant stakeholders; and (d) define recommendations and findings to be forwarded for consideration by ICG and its working groups.

In the interim, neither the Nepal Army nor the Maoist army have carried out the recommendations proposed to them, as indicated in my previous report to the Security Council, to confirm the number of their respective personnel and increase their cooperation with UNMIN on the notification of troop movements (see S/2009/553, para. 24); nor has there been progress on formalizing confidence-building measures related to joint humanitarian and mine action-related activities.

The projected increases in enrolment are 6.5 per cent on average for Headquarters plans, 7 per cent on average for Geneva and 7 per cent on average for plans administered by the United Nations Office at Vienna.

United Nations mine action activities are guided by four strategic objectives identified in the United Nations Mine Action Strategy for 2006-2010: reduction of death and injury by at least 50 per cent; mitigate the risk to community livelihoods and expand freedom of movement for at least 80 per cent of the most seriously affected communities; integration of mine action needs into national development and reconstruction plans and budgets in at least 15 countries; assist the development of national institutions to manage the landmine/explosive remnants of war threat, and at the same time prepare for residual response capacity in at least 15 countries.

He points out that the Supreme Court made no efforts to appoint a fifth judge that could examine his application for leave to appeal and, the same day his application was lodged, it decided that no acting judge were available to complete the quorum, which shows that the Court did not try to find a substitute judge or that its administrative arrangements failed to prevail this kind of situations.

Turning to the Secretary-General’s note on the financing arrangements for the United Nations Stabilization Mission in Haiti (MINUSTAH) for the period from 1 July 2009 to 30 June 2010 (A/64/728), he said that, in the light of the devastating earthquake on 12 January 2010 in Haiti, the Security Council, in its resolution 1908 (2010), had endorsed the increase in the overall force levels of MINUSTAH to support the immediate recovery, reconstruction and stability efforts, and had decided that MINUSTAH would consist of a military component of up to 8,940 troops of all ranks and a police component of up to 3,711 police.

Ways and means to enhance women’s participation and role in formal and informal conflict prevention and mediation efforts, including measures such as capacity-building support for women’s peace movements in conflict and post-conflict situations, the establishment of a rapid response roster of women mediators and mediators with sector-specific gender expertise, arrangements for observer status for women’s civil society groups at peace negotiations, donor conferences and international engagement meetings, and steps to increase the number of women in the Foreign Service and ensure that women diplomats are engaged in leadership roles in conflict resolution.

Please describe the relevant training given to law enforcement officers; the number and types of persons convicted under such legislation; the legal safeguards and remedies available to persons subjected to anti-terrorist measures, in law and in practice; whether there are complaints of non-observance of international standards; and the outcome of these complaints.

UNESCO strengthened capacities of Member States in sub-Saharan Africa to improve the quality of teaching and increased the number of qualified teachers needed to achieve the EFA goals and strengthened teacher-training institutions through pro-active assessments of main institutions and resulting plans for improvement; disseminating new policy-oriented indicators; identifying teacher and qualification, shortages, drop-outs, gender inequities; and raising awareness of the importance and professionalism of the teacher profession.

Drawing upon the analysis of such cases in which the participation of developing countries had decreased, the Chairperson indicated that the late availability of the official invitation letter seemed to be one of the main reasons for lower levels of participation.
