The authorities constantly seek new ways of raising levels of legal understanding among military and civilian personnel of the armed forces of the Russian Federation and of ensuring that military and civilian personnel, former members of the armed forces and members of their families can enjoy their rights and lawful interests.

The Executive Board also decided, in 174 EX/Decision 29, that further adjustments of the base scale, beyond yearly adjustments based on the inflation rate, must be approved by it, taking into account information provided by the Director-General on the costs of maintenance, conservation and services of the Miollis premises to ensure full cost recovery, while respecting the non-commercial nature of the Organization.

(d) to consider amending clause 58(1)(b) so that the Appeal Board could have the flexibility of requiring an appellant to undergo training courses if such an option was adopted to ascertain the level of competence of senior workers to be registered as skilled workers (transitional).

The exceptions were courses that required high start-up and maintenance costs or access to expensive laboratory/equipment; courses that would meet specific manpower needs; and courses that could be regarded as endangered species, i.e. courses that lacked market appeal to the providers and the students, such as pure arts and science.
