It is also proposed that seven posts of Human Resources Assistant (3 Field Service and 4 national General Service) be redeployed to the Personnel Section from the Regional Coordination Section to support the preparation of employee benefit files prior to the implementation of IPSAS as well as to maintain optimal operational capacity of the Section in view of the abolishment of temporary positions as indicated below.

With the transfer of the Travel Unit and the redeployment of two Travel Assistants, the staffing establishment of the Section would comprise six posts (2 international and 4 national General Service staff), representing an increase of two national posts from the four posts (2 international and 2 national) in the 2011/12 period.

In the Property Management Section, it is proposed that the existing post of Chief of the Property Control and Inventory Unit (P-4) be reassigned to the Workforce Planning and Selection Unit in the Personnel Section.

UNRWA stated that the monitoring and follow-up of clearing documents on completion of home leave and family visit travel was interrupted owing to a change of staff in the International Personnel Section.

In line with the partial drawdown of the post-earthquake surge activities, it is proposed that six temporary positions in the Personnel Section be abolished, comprising the Chief Civilian Personnel Officer (P-5), one Human Resources Officer (P-3) and four Human Resources Assistants (Field Service).

The Division will include the Office of the Chief (1 D-1, 1 P-4, 2 P-3, 2 Field Service); the Personnel Section (1 P-4, 1 P-3, 5 Field Service, 3 Local level); the Finance and Budget Section (1 P-3, 4 Field Service, 2 Local level); the Procurement Section (1 P-3, 2 Field Service, 1 National Officer); the Communications and Information Technology Section (4 Field Service, 5 Local level, 2 United Nations Volunteers); the Central Warehouse and Distribution Section (1 P-3, 1 Field Service, 5 Local level); the Property Management Services Section (3 Field Service, 2 Local level); the Medical Section (1 P-4, 1 Field Service, 1 Local level, 1 United Nations Volunteer); the Engineering and Facilities Management Section (1 P-3, 3 Field Service, 3 Local level); and the Transport and Movement Control Section (2 Field Service, 11 Local level).

In order to streamline and optimize support for the military, United Nations police and substantive components of MINUSTAH, the Mission Support Division will be reorganized with a view to improving the delivery of services and seeking synergies by transferring related administrative and logistical functions from the General Services Section to the Property Management Section, the Personnel Section, the Engineering Section, the Communications and Information Technology Section and the Office of the Director of Mission Support.

Administrative Services comprises the Office of the Chief of Administrative Services, the Finance Section, the Personnel Section, the Procurement Section, the Staff Counselling and Welfare Unit, and the Medical Section.

It is proposed that the Unit be staffed by a total of four posts, comprising two Human Resources Officers (1 P-4 and 1 P-3), a Human Resources Assistant (Field Service) and an existing post of Human Resources Assistant (national General Service) from the International or National Staff Unit of the Personnel Section.

Similarly, it is proposed that an existing post of Regional Coordinator (P-3) be reassigned to the proposed Workforce Planning and Selection Unit in the Personnel Section, as explained in paragraph 59 above.

In addition, it is proposed that three existing posts of Radio Technician, Billing Assistant and the IT Technician Assistant (Field Service) be reassigned to the Personnel Section and that two existing posts of IT Assistant and Telecommunications Technician (Field Service) be reassigned to the General Services Section.

The data indicates that in 2007, 31.9% of employed Israeli Jews worked in academic, professional and technical occupations, 38.4 % were clerical and sales personnel, while nearly 16 % were skilled workers in agriculture, manufacturing, construction and other industries.

In the Medical Services Section, the establishment of 15 additional national posts (6 National Officers and 9 national General Service staff) is proposed, as the Section has over the past years expanded the services it provides, which include round-the-clock operation of the UNOCI headquarters clinic, which is now functioning at level I-plus rather than the previous level I; patients are followed up at their homes after discharge from level III hospitals; patients are regularly visited in the 11 level III hospitals in Abidjan and in Sector West and Sector East; doctors in the regional headquarters perform outreach activity by visiting remote offices twice a week; support is provided to the Government during important functions and to the United Nations country team as part of the United Nations integrated framework; and medical support is proposed to be provided eight hours a day at the logistics base in Koumassi as opposed to the current two hours a day.
