The application of the standardized funding model for the first year of operations of UNMISS appeared to have created an artificial constraint impeding the full presentation of the requirements of the Mission for the period, rather than providing greater flexibility to the Mission’s leadership to translate the total funding envelope into missionspecific programmatic and support requirements.

The Global Forest Resources Assessment 2005 identifies two processes leading to the reduction in forest cover: (a) deforestation in which forests are cleared by people and converted to other uses such as agriculture, mining or infrastructure; and (b) natural disasters affecting the regeneration capacity of a forest combined with no efforts at reforestation.

The target groups of the development plan are victims of violence, witnesses of violence and violently behaving persons.

While the view was expressed that human dignity was the foundation of human rights in general, and while further elaboration on that concept was suggested, some delegations considered that the meaning and the legal implications of the rights to dignity were unclear.

Puerto Ricans held less than half the jobs in the economy, official unemployment was 17 per cent, 48 per cent of the population was dependent on welfare and 67 per cent lived below the poverty line.

Russian developers and operators of spacecraft and launch vehicles are subject to the requirements of the National Standard of the Russian Federation GOST R 52925-2008, entitled “Space technology: general requirements for space facilities to mitigate the man-made pollution of near-Earth space”.

It is also about punishing those who have violated the law; seeking justice and redress for victims; preventing violations from being repeated by fostering a change in law and policy; and ensuring lasting peace and stability by making sure that victims have some semblance of justice for the wrongs they have suffered.

Article 4 of the UNFCCC commits all Parties, taking into account their common but differentiated responsibilities and their specific national and regional priorities, objectives and circumstances, to formulate, implement, publish and regularly update national and, where appropriate, regional programs containing measures to mitigate climate change by addressing anthropogenic emissions of GHGs by sources and removals by sinks.

The United States will never stop supporting human rights because we believe in the fundamental struggle for human dignity and justice wherever it may occur.

Such measures should be part of a national public policy, which should recommend the creation of a centralized registry of reports of cases of torture or other inhuman treatment that includes, at a minimum, information on the date, the place, the method and techniques used in the alleged commission of such acts and information on the victims and alleged perpetrators.

Paragraph 10 of the Committee’s decision is an excellent illustration of a comprehensive approach to reparation; it orders non-pecuniary measures of restitution and satisfaction and guarantees of non-repetition (a thorough and effective investigation of the facts, freeing of the victim if he is still alive, handing over his remains if he is dead and the prosecution, trial and punishment of those responsible for the violations committed); the Committee’s decision also orders pecuniary measures of reparation (adequate compensation for the author for the violations suffered and for Kamel Djebrouni if he is alive).

(b) To take persistent, determined and effective measures to have all allegations of torture or other cruel, inhuman or degrading treatment or punishment investigated promptly, effectively and impartially by an independent, competent domestic authority, as well as whenever there is reasonable ground to believe that such an act has been committed; to hold persons who encourage, order, tolerate or perpetrate such acts responsible, to have them brought to justice and punished in a manner commensurate with the gravity of the offence, including the officials in charge of the place of detention where the prohibited act is found to have been committed; and to take note, in this respect, of the Principles on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment and the updated set of principles for the protection of human rights through action to combat impunity as a useful tool in efforts to prevent and combat torture

The state pays social tax for a non-working person who does not receive a national pension and participates in the elimination of the consequences of a nuclear disaster, nuclear test, or accident of a nuclear power plant, and for a person receiving a social benefit granted on the basis of the Social Welfare Act.

Where the result of this calculation is a positive value, this value shall be subtracted from the accounted anthropogenic greenhouse gas emissions by sources and removals by sinks from the land use, land-use change and forestry sector of that Party; moreover, an equivalent amount shall be added to the accounted anthropogenic greenhouse gas emissions by sources and removals by sinks from the land use, land-use change and forestry sector in the following commitment period.

(f) Combat discrimination against Roma in access to public places and services, by prosecuting and punishing anyone engaging in discriminatory behaviour.

With the addition of a sixth expert for natural resources, the Security Council, by paragraph 6 of resolution 1952 (2010), expanded the mandate of the Group of Experts to “areas affected by the presence of illegal armed groups, including North and South Kivu and Orientale Province”, as well as on regional and international networks providing support to illegal armed groups, criminal networks and perpetrators of serious violations of international humanitarian law and human rights abuses, including those within the national armed forces, operating in the eastern part of the Democratic Republic of the Congo; and requested the Group to evaluate the impact of due diligence guidelines referred to in the resolution.

Nicaragua asks that, first, the Council demand the State of Israel to immediately lift the blockade on Gaza; secondly, an international investigative commission be established under United Nations auspices; thirdly, the State of Israel be required to provide full cooperation with such a commission as well as with the commission established by the Human Rights Council; and fourthly, those who masterminded the crimes and those who carried them out be brought to justice and punished.

(a) Unambiguously reaffirm the absolute prohibition of torture and publicly condemn practices of torture, especially by the police and prison personnel, accompanied by a clear warning that anyone committing such acts, or otherwise complicit or participating in torture will be held personally responsible before the law for such acts and will be subject to criminal prosecution and appropriate penalties

(c ) In accordance with their domestic law, to provide effective protection for victims of, witnesses to and others who provide information in relation to crimes of a serious nature alleged to have been committed by United Nations officials and experts on mission and to facilitate access of victims to victim assistance programmes, without prejudice to the rights of the alleged offender, including those relating to due process

Poverty consists essentially of the limited access of people living in poverty to the knowledge and resources with which to address their basic human needs and promote sustainable livelihoods and development in such areas as water supply and sanitation, food production and processing, housing, energy, transportation, communication, income generation and employment creation.

2. Option 1: For the purpose of accounting greenhouse gas emissions and removals from land use, land-use change and forestry, a Party shall account for anthropogenic greenhouse gas emissions by sources and removals by sinks on forest land, cropland, grassland, wetlands and settlements as well as greenhouse gas emissions by sources and removals by sinks resulting from land-use changes from the land-use categories forest land, cropland, grassland, wetlands or settlements to any other land-use category.

Finally, article 665 states that where the judgement of incapacity makes no provision regarding the capacity to make a will, and the incapacitated person wishes to make one, the assistance of a notary must be sought to designate two medical practitioners to guarantee the person's capacity and grant recognition and authorization as appropriate.

Persons belonging to national minorities of the Republic of Serbia may elect their national councils in order to exercise the right to self-governance in the field of culture, education, information and official use of their language and script.

The main objectives of this Commission were the investigation of human rights violations which took place in this period, the discovery of the truth regarding these violations, the identification of the factors which led to them, the identification of the policies and practices which gave rise to them as an instrument for preventing future re-occurrence, the promotion of respect for human rights, the promotion of reconciliation and the support for the process of restoring the dignity of the victims.

During their visit, the Working Group found that the challenges faced by people of African descent in Portugal related mainly to their lack of recognition as a specific group in the national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence of racial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special measures or affirmative action policies in Portugal for people of African descent or other minorities.
