A stronger United Nations entity for women will enable the United Nations and its Member States to better deliver on their numerous commitments to advance gender equality and women’s empowerment, including the Beijing Platform for Action, the Convention on the Elimination of All Forms of Discrimination against Women, Security Council resolutions 1325 (2000) and 1820 (2008) on women and peace and security, the Millennium Declaration and the Millennium Development Goals, in addition to many others.

The results: there has been an institutional and normative strengthening of procedures and mechanisms for the assessment of draft laws and regulations from a gender perspective; a methodological basis for such assessments has been created; the Constitution, a number of codes, laws and legislation are now subject to assessment from a gender perspective; the President’s national council on questions relating to women, the family and gender mainstreaming is now functioning; it has become the practice of the Parliament to receive an assessment of proposed legislation from a gender perspective; the use of gender-disaggregated statistics has grown; a system of national mechanisms has been set up to monitor and evaluate the status of women; and standardized gender indicatorshave been produced on the basis of the Beijing Platform for Action, the Convention on the Elimination of All Forms of Discrimination against Women and the Millennium Development Goals.

The Beijing Statement on Combating Desertification and Promoting Sustainable Development (see E/CN.17/2008/15, annex I) recognizes the importance of forests in both preventing desertification and land degradation as well as in rehabilitating degraded lands; it also states that the implementation of the forest instrument provides a framework for advancing sustainable forest management and its contribution to combating desertification, mitigating climate change and preserving forest biological diversity.

Also at the same meeting, the Commission heard presentations by the following on the outcomes of intersessional events: Mr. Akira Nitta (Japan), on the outcomes of the “Inaugural Meeting of the Regional 3R (Reduce, Reuse, Recycle) Forum in Asia” and the International Consultative Meeting on “Expanding Waste Management Services in Developing Countries”, which were held in Tokyo on 11 and 12 November 2009 and on 18 and 19 March 2010, respectively; the representative of the Republic of Korea, on the outcome of the International Expert Group Meeting entitled “United Nations Forum on Climate Change Mitigation, Fuel Efficiency and Sustainable Urban Transport”, which was held in Seoul on 16 and 17 March 2010; and Mr. Donald Cooper (Stockholm Convention), on the outcome of the “Workshop on Case Studies in the Sound Management of Chemicals”, which was held in Geneva on 3 and 4 December 2009.

In order to make the best use of human and financial resources, the Government intended to produce a single plan for the implementation of the CEDAW and the Beijing platform, in order to have a greater coherence of the political action to promote gender equality.

The view was also expressed that in some instances, such as in subprogramme 5, expected accomplishment (c) and indicators of achievement (c) (i) through (c) (iii) were not realistic and measurable from the ECA point of view, since the logical framework of the subprogramme should provide a sense of what ECA is expected to achieve and how it would be able to measure its contribution, as some of the increased activity in all three indicators may be the result of the activities of other institutions (for example, the Commonwealth or the Tokyo International Conference on African Development).

While some of the present rules bring further clarity to existing provisions in the Standard Minimum Rules for the Treatment of Prisoners and in the Tokyo Rules in their application to women prisoners and offenders, others cover new areas.

The UNESCO Beijing Office carried out several activities under this main line of action including a conference on Ecotourism Management of China’s Nature Reserves organized by the Chinese National Committee for MAB in October 2002 at the Juizhaigou and Huanglong Biosphere Reserve, Sichuan Province, China; a series of seminars in Xilingol Biosphere Reserve, targeted at the local community including the biosphere reserve [...][...]

While China is important, the more the variables or players in the equation, the less leverage Beijing has.

In its wide-ranging ICANN Beijing Meeting Communiqué, the GAC expressed further reservations regarding a number of applied-for strings on grounds of correspondence to geographical terms, advising the ICANN Board not to proceed beyond initial evaluation for these, and seeking further clarification from the Board on scope for flexibility of applicants to modify applied for strings to address specific GAC concerns.
