Economic, social and cultural rights and fundamental freedoms introduced or strengthened under the new Constitution include, inter alia: the right to adequate, nutritious food and clean water; the right to adequate housing; the right to a good standard of health; adequate access to sewerage and electricity; the right to marriage and family; the right to education; the right to work; the right to strike; the right to enjoy a pension; the right to takepart incultural life; and the right to enjoy property.

In the case of other services which in essence provide primary level care, such as nursing care at home, midwife’s service, health promotion and prevention, health care at work and school, there is no equally developed network which would cover the whole country and provide equal and good accessibility.

In addition, many delegations expressed the view that the persistence of restrictive rules of origin and non-tariff trade barriers, such as standards and technical measures, as well as severe supply constraints and a trade-related infrastructure deficit, had prevented least developed countries from fully harnessing the gains associated with greater market access.

In the face of drug trafficking, the most destructive of all forms of transnational organized crime, Cuba was totally disposed to collaborate at the regional and international level in serious and concerted efforts, but pointed out that the problem could not be solved by acting exclusively — or even primarily — in centres of production and transit; the fundamental responsibility lay with the major centres of consumption.
