It was also suggested that a State party’s observations shall be reflected, in case that the State party agreed to include a summary account of the results of the inquiry in the Committee’s annual report to the General Assembly.

In its current form, the C/5 document is presented in three sections: the first one includes for each major programme and cross-cutting project strategies, expected results and resources earmarked, as well as details of administrative and support services, submitted for decision to the General Conference; the second section contains the appendices, which provide budgetary details in summary form; the third provides, for information, technical details on possible ways and means of implementing the activities envisaged in this context.

The report of the Secretary-General on oceans and the law of the sea to the General Assembly at its sixty-fifth session (A/65/69) provides background information for the discussion panel on “Capacity-building in ocean affairs and the law of the sea, including marine science”.

In the same resolution, the General Assembly welcomed the decision of the Council, in its resolution 2010/2, to invite the Chair of the Commission on Science and Technology for Development to establish a working group that would seek, compile and review inputs on improvements to the Internet Governance Forum and would make recommendations, as appropriate, to the Commission at its fourteenth session, in a report that would constitute an input from the Commission to the General Assembly, through the Council.

Further, the Seventh Ministerial UK-Caribbean Forum, co-chaired by the Foreign Secretary of the United Kingdom and the Chair of the CARICOM Council for Foreign and Community Relations, held in Grenada on 21 and 22 January 2012, agreed, inter alia, “to support the principle and the right to selfdetermination for all peoples, including the Falkland Islanders” (see also A/65/850 and section X below).

At its 52nd plenary meeting, on 15 December 2010, the Economic and Social Council decided to continue its consideration of the draft resolution entitled “Establishment of an ad hoc panel of experts on the world financial and economic crisis and its impact on development”, contained in document E/2010/L.37, with a view to making final recommendations to the General Assembly, in accordance with the mandate set out in paragraph 56 (e) of the Outcome of the Conference on the World Financial and Economic Crisis and Its Impact on Development,9 during its substantive session of 2011.

The HKPU will make available its substantial findings in the middle of this year for Bureau's reference prior to the finalization of the new strategy.

As regards the suggestion to increase the number of places of medical undergraduate programmes, the Administration advised that it would forward its findings on manpower requirements for healthcare professionals to the University Grants Committee in step with its triennial academic development planning cycle.

16.24 If any question shall arise at any meeting of the Board as to the materiality of a Director's interest or the significance of a contract, arrangement or transaction or proposed contract, arrangement or transaction or as to the entitlement of any Director to vote or form part of a quorum and such question is not resolved by his voluntarily agreeing to abstain from voting or not to be counted in the quorum, such question shall be referred to the Chairman of the meeting (or, where question relates to the interest of the Chairman, to the other Directors at the meeting) and his ruling (or, as appropriate, the ruling of the other Directors) in relation to any other Director (or, as appropriate, the Chairman) shall be final and conclusive except in a case where the nature or extent of the interests of the Director concerned (or, as appropriate, the Chairman) as known to such Director (or, as appropriate, the Chairman) has not been fairly disclosed to the Board.

In his report to the General Assembly (A/64/289), he highlighted the relevance of the concept of illegitimate debt to international efforts to find a fair and sustainable solution to the debt crisis, and argued that human rights considerations must inform the formulation of the concept in precise terms.

Noting the significant shift in the data for staff subject to desirable ranges in 2011 compared to 2010, the Advisory Committee requested the Secretary-General, in his next report on human resources management, to be considered at the sixty-seventh session of the General Assembly, to provide further details on the magnitude of the impact of the implementation of General Assembly resolution 65/247 on the representation status of Member States, as well as comprehensive information on measures taken to address the high number of posts subject to geographical distribution encumbered by staff having no geographical status.

Requests the Special Rapporteur on the right to education, in close cooperation with all relevant stakeholders, including Governments, United Nations agencies and programmes, civil society and other relevant United Nations mandate holders, to include in his next interim report to the General Assembly at its sixtysixth session an update to his report on the right to education in emergencies, in order to identify gaps and remaining challenges in ensuring the right to education in emergency situations.

Furthermore, the Conference decided that Subsidiary Body I would be open-ended, that it would hold at least four meetings within the overall time allocated to the Main Committee, that its meetings would be held in private and that the outcome of its work would be reflected in the report of Main Committee I to the Conference (NPT/CONF.2010/DEC.1).
