Should a controversial issue arise, an in order to afford increased time for policy debate at the commission level, this group would, upon the request of the General Committee examine and find consensual positions on items such as: (i) DRs relating to the work of two or more commissions of the General Conference or implying heavy orientation changes or budgetary shifts in draft C/5 or C/6 documents, at the request of the Director-General; (ii) other DRs, at the request of the Chairperson of the concerned commission (subject to the endorsement of the General Committee); (iii) “difficult to handle” items of the agenda, at the request of the Chairperson of the concerned commission (subject to the endorsement of the General Committee); and (iv) any other item referred to it by the General Committee.

Under Programme V.2, Promoting communication development and ICTs for education, science and culture, actions were geared towards two main objectives (i) supporting the development of communication media, including in conflict and post-conflict areas and postdisaster situations; and (ii) enhancing learning opportunities through access to diversified contents and delivery systems, thereby contributing to achieving the EFA target goals and the WSIS Action Plan, and strengthening capacities for scientific research and information sharing.

Furthermore, it is proposed that 2 general temporary assistance positions of Training Coordination Officer at the P-4 level be continued in order to carry out the full cycle of training management (from needs identification to the design, delivery and evaluation of a largeinventory ofspecific courses, including their harmonization with Secretariat workforce management and learning development programmes) for all job-specific and technical courses within their area of responsibility.

While appreciating FAO’s contributions to the UN-REDD programme, delegates urged FAO to work with UNDP and UNEP to harmonize, simplify and speed up programme delivery, and to prepare for the second phase of the programme.

Regular way purchases or sales are purchases or sales of financial assets that require delivery of assets within the time frame established by regulation or convention in the marketplace.

The Panel notes, however, that it would consider the deployment to Darfur by the Government of the Sudan of the jets delivered by Belarus since 2008 withoutprior authorization from the Committee to be a violation of resolution 1591 (2005), which does not mention the exemption that the Government claims exists, as well as, by implication, a violation of the enduser undertaking given to the Government of Belarus.
