The Committee strongly supports the continued implementation by the secretariat of recent ESCAP initiatives in the area of disaster risk reduction, including further development of the Asia-Pacific Gateway for Disaster Risk Reduction and Development, and the Regional Cooperative Mechanism on Disaster Monitoring and Early Warning, Particularly Drought, the two new modules of the Academy of ICT Essentials for Government Leaders, which is the flagship programme of the Asian and Pacific Training Centre for Information and Communications Technology for Development, as well as the publication of the Asia-Pacific Disaster Report 2012 in cooperation with the Inter-Agency Secretariat of the International Strategy for Disaster Reduction and other partners.

New initiatives are proposed by: DPKO, in the area of the rule of law and security institutions (evaluation of mine action programmes, with an expanded mandate on weapons and ammunition management); DFS, in the area of logistics (review and update of the Fuel Operations Manual; property benchmarking study; development of international boundary demarcation handbook); the Department of Management, in the areas of procurement (review of corporate ethics and compliance; procurement training) and human resources (review of generic job profiles); OIOS, in the areas of inspection and evaluation (advisory panel on multidimensional mission/thematic evaluations and inspections) and internal audit (rule of law and security institutions; waste management); and the Ethics Office (development of evaluation criteria and an e-learning ethics module).

Partnership Working Group meeting in Washington, D.C., on 24 and 25 January 2012, the Committee approved an updated consolidated list of assistance requests prepared by its experts and shared it with the presidency of the Group of Eight (G-8) for distribution to the G-8 partners, calling for a substantive and proactive dialogue on that issue.

The Working Group identified the following good practices for governments: placing human rights at the centre of policymaking, inter alia by ratifying the Convention, and avoiding criminalization of undocumented migrants; using terminology that minimizes its perceived association with criminality; reflecting irregular migration in national development plans; regularizing undocumented migrants on the basis of clear and transparent criteria and within the framework of a long-term migration policy; adopting legislation protecting the rights of all migrant workers, irrespective of their immigration status; ensuring that the police protect all migrant workers reporting abuse; ensuring migrants’ access to labour and administrative courts; clearly separating immigration control from labour inspections, basic services and judicial remedies for migrants in an irregular situation; and engaging in a dialogue with countries of origin, for example to ensure reciprocity of treatment.

The Committee was informed that WTO has informally indicated that it is prepared to advance its share of the ITC budget in the event of cash flow problems and that the issue is highlighted in the simplified fascicle, given the recent fluctuations in the United States dollar exchange rates.

Management will continue to closely monitor, and mitigate to the extent possible, the risk of negative exchange impacts that unexpected exchange rate fluctuations may have on operations.
