In 2010/11, the redeployment to UNOAU of 8 continuing posts (1 P-5, 3 P-4, 2 P-3 and 2 national staff), funded from the support account and located in Addis Ababa, was approved as part of the effort to bring together the various activities relating to the support provided to the African Union in Addis Ababa in the areas of peace and security under unified leadership that embraces the responsibilities of various departments at Headquarters with regard to the African Union.

An amount of $152,000 is proposed for travel to participate in: peacekeepingrelated seminars, conferences, workshops and coordination meetings with World Bank officials in order to exchange on lessons learned on disarmament, demobilization and reintegration, the annual Inter-Agency Working Group on Disarmament, Demobilization and Reintegration, which seeks to coordinate and harmonize the efforts of all United Nations actors on disarmament, demobilization and reintegration, and coordination meetings with African Union officials in Addis Ababa ($29,400); the Secretary-General’s annual retreat and a workshop at the Kofi Annan Training Centre in Accra ($22,700); seminar and workshops related to the different aspects of the police involvement in peacekeeping, support to national authorities and international policing ($92,300); and the annual meeting on juvenile justice ($7,600).

Following this introduction, members of the National Commissions of the ten UNESCO clusters (Accra, Addis Ababa, Bamako, Dakar, Dar-es-Salaam, Harare, Libreville, Nairobi, Yaoundé and Windhoek) and the respective field office directors met for a day to discuss programming issues and priorities as well as other aspects raised in the questionnaire.

The priorities of UNOAU are to enhance the partnership between the United Nations and the African Union in the area of peace and security; to provide coordinated and consistent United Nations advice to the African Union on both long-term capacity-building and short-term operational support; and to streamline the United Nations presence in Addis Ababa to make it more cost-effective and efficient in delivering United Nations assistance to the African Union.

The functions are analogous to the liaison capacity that the departments have in Addis Ababa for liaison and cooperation with the African Union.

At its sixty-sixth session, the General Assembly welcomed the ministerial minisummit on the humanitarian response to the Horn of Africa crisis, held in New York on 24 September 2011, the African Union pledging conference for the Horn of Africa, held in Addis Ababa on 25 August 2011, expressed its appreciation, in the year which marked the sixtieth anniversary of the 1951 Convention, for the leadership shown by the Office of the United Nations High Commissioner for Refugees, and commended the Office for its on-going efforts, with the support of the international community, to assist African countries of asylum, and urged the international community, in the spirit of international solidarity and burden-sharing, to continue to fund generously the refugee programmes of the Office, taking into account the substantially increased needs of programmes in Africa (resolution 66/135).

These frameworks will be validated at the regional expert meetings to take place in Montevideo (Uruguay) for the Latin America and the Caribbean region, in Addis Ababa (Ethiopia) for the Africa region, and in Seoul (Republic of Korea) for the East Asia region.

The University also organized numerous public lectures, conferences, symposia and other events including the U Thant Distinguished Lecture Series, an annual lecture series in Tokyo, Maastricht, Addis Ababa and Helsinki, and other annual events including the joint UNU-EU Tokyo Global Forum, the Africa Day Symposium and a series of global seminars which foster a better understanding among university students and young professionals of important global issues and the role of the United Nations in addressing them in seven locations in Japan, the Republic of Korea and the United States.

In all these historical instances, ruling groups in Addis Ababa who do not represent the Ethiopian people have served as appendages to, and tools of, major powers.

Other initiatives focusing on combating land degradation are the Green Wall for the Sahara programme, the decision on whose implementation was adopted at the Summit of African Heads of State and Government held in Addis Ababa in January 2007, the Plan of Action for Cooperation among the ECO Member States on Environment, and the New Partnership for Africa’s Development/Comprehensive Africa Agriculture Development Programme and Environment Initiative.

The Advisory Committee recalls that UNOAU, established on 1 July 2010 pursuant to General Assembly resolution 64/288, integrated four entities located in Addis Ababa with separate mandates with regard to peace and security in Africa: (a) the United Nations Liaison Office to the African Union; (b) the African Union Peace and Support Team; (c) the United Nations Planning Team for the African Union Mission in Somalia (AMISOM); and (d) the administrative functions of the Joint Support and Coordination Mechanism of UNAMID (A/64/792, para. 3).

In line with UNESCO’s decentralization policy, the Division of Higher Education at Headquarters is currently charged with conceptualizing the Initiative, with the Regional Bureau for Education in Africa (BREDA) and International Institute for Capacity Building (IICBA) in Addis Ababa supporting implementation by the field offices.

In response to the observations made by the Advisory Committee in its previous report (A/64/753, para. 8), the Secretary-General reported that the Departments of Peacekeeping Operations and Field Support have clarified the roles, responsibilities and reporting lines of the units budgeted under the support account located at the United Nations Logistics Base, in Brindisi, Italy, the United Nations Liaison Office in Brussels and the United Nations Office to the African Union, in Addis Ababa (see A/65/624, para. 35).

The Internal Justice Council also recommends the establishment of a General Service administrative post at each centre where the Office of Staff Legal Assistance has legal representation outside New York (currently Addis Ababa, Beirut, Geneva and Nairobi) to ensure that the P-3 legal officers are able to focus on legal work and do not have to spend time on administrative tasks.

During Council meetings held in Addis Ababa in February 1972, the Organization of African Unity (OAU) requested the Security Council to take action to implement its relevant resolutions as well as General Assembly resolution 1514 (XV) on the right to self-determination with regards to the situations in Namibia, Southern Rhodesia, the question of the apartheid in South Africa, and the territories under Portuguese administration.
