The extortion of its citizens by ruthless and callous warlords; the mushrooming and proliferation of piracy along its coasts and adjacent sea lanes; the unconscionable plundering of its maritime resources by extraneous forces; the instrumentalization of the weak and fragmented entities by neighbouring countries both to extract unfair and illicit agreements or to use these fragile mini-States as an appendage of their domestic economies are some of the disturbing realities that this simmering Somali situation has given rise to.

Rapid and uncontrolled urbanization, however, may frequently result in social and spatial fragmentation and in a drastic deterioration of the quality of the urban environment and of the surrounding rural areas.

I look around this Chamber and I see representatives from countries that have known war in the very recent past, that have been torn apart, and still are, by conflict.

The problem is also that piracy is no longer just one of the consequences of the country’s fragmentation.

The third initiative was to support the “Peace-building process in Sri Lanka”, in the strifetorn North East of the country, through developing extrabudgetary projects in building capacities of institutions, promotion of a free media centre, computerization and networking of the Jaffna library which was burnt during conflict and promotion of concepts for peaceful living through UNESCO’s “intercultural dialogue” programme.

UNESCO will focus in particular on cultural diversity as a tool for dialogue and reconciliation in post-conflict affected countries as an entry-point for restoring mutual understanding and enabling dialogue and reconciliation among divided communities, through shared responsibility to protect cultural heritage in all its forms.

They had concluded that there were operational weaknesses in most of the National Commissions in the Caribbean that could be attributed to the rapid turnover of Secretaries-General (at least five had been appointed in the last three or four years) and to the fragmented bilateral agreement between the National Commissions Section at Headquarters and National Commissions in the region.

Its already limited infrastructure was in ruins, its security forces were fractured and factionalized, its public sector had collapsed, its formal economy was devastated and characterized by criminal economic exchange, and a third of the population was displaced.

And the long-term effects of fragmented communities had damaged the social fabric of the Syrian Arabs.

Those measures continue to restrict the movement of persons and goods, thus seriously fragmenting the Palestinian territory through an attempt to isolate East Jerusalem from its natural Arab surroundings in the West Bank.
