In the period from 2004 to 2008, the Republic of Macedonia submitted the following reports under international human rights conventions: Initial Report of the Republic of Macedonia under the International Covenant on Economic, Social and Cultural Rights, submitted in July 2005 and reviewed in November 2006; the IV, V, VI, VII Periodical Report of the Republic of Macedonia under the Convention for the Elimination of all Forms of Racial Discrimination, submitted in January 2006, and considered in February 2007; Combined Initial, II, and III Periodic Report of the Republic of Macedonia under the Convention for the Elimination of all Forms of Discrimination Against Women, submitted in May 2004, and considered in January 2006; II Periodic Report of the Republic of Macedonia under the International Covenant on Civil and Political Rights, submitted in October 2006 and considered in March 2008.

Noting, however, that the Commission has broad powers under article 165, of the Convention (specifically article 165 (2) (d), (e) and (h)) to prepare assessments of the environmental implications of activities in the Area, make recommendations to the Council on the protection of the marine environment and make recommendations on the establishment of an environmental monitoring programme, it is suggested that the Commission could give effect to the current proposal in a practical way by designating a network of areas within the Clarion-Clipperton Zone as being of particular environmental interest.
