At its sixty-fourth session, the General Assembly, welcoming the first elections in Afghanistan run entirely under the responsibility of the Afghan authorities, stressed the central and impartial role of the United Nations in promoting peace and stability in Afghanistan, and requested the Secretary-General to report to the General Assembly every three months during its sixty-fourth session on developments in Afghanistan, as well as on the progress made in the implementation of the resolution (resolution 64/11).

Expressing deep concern also about the Israeli policy of closures and the imposition of severe restrictions, checkpoints, several of which have been transformed into structures akin to permanent border crossings, and a permit regime, all of which obstruct the freedom of movement of persons and goods, including medical and humanitarian goods, throughout the Occupied Palestinian Territory, including East Jerusalem, and about the consequent violation of the human rights of the Palestinian people and the negative impact on their socio-economic situation, which remains that of a humanitarian crisis in the Gaza Strip, while taking note of recent developments with regard to the situation of access there

Reflecting on the past six months since the last report of the High Representative (see S/2011/682), our general conclusion is that while there are still reasons for concern with the pace of progress of important political and economic processes in Bosnia and Herzegovina, there have also been important and encouraging developments.

Mr. Simula explained that the objectives of the background document had been to provide an overall picture of forest finance in the context of the non-legally binding instrument, focusing on external sources; to review existing, potential and evolving sources and mechanisms of funding, in particular new developments in the climate change regime relating to forest finance; to review needs and potential of forest financing; and to identify thematic areas and geographical gaps in the existing and emerging financing flows to forests.

Under the agenda item devoted to the developments in the United Nations system concerning relevant mandates, the Board has also met, for example, with representatives of the Expert Mechanism to discuss cooperation between the two bodies and the proposal made by the Expert Mechanism regarding the expansion of the mandate of the Fund to enable indigenous representatives to also attend sessions of the Human Rights Council and treaty bodies.

The situation is now under control, but tensions are still high and the underlying grievances are yet to be addressed.

I wish to draw the attention of members to document S/2010/335, which contains the report of the Secretary-General on developments in Guinea-Bissau and on the activities of the United Nations Integrated Peacebuilding Office in that country.

Had it cooperated, such as to invite the Special Rapporteur into the country, there would have been an opening to reflect more directly key developments in the country, particularly through site visits and contact at the national and local levels.

The United Nations in Russia has adjusted to these developments, shifting from humanitarian assistance to development programmes, providing policy advice, international expertise, and channels for experience exchange.

The Central Emergency Response Fund (CERF) and the Common Humanitarian Fund were critical in ensuring effective and rapid responses to emergencies.

The present report on the United Nations Peacekeeping Force in Cyprus (UNFICYP) covers developments from 21 November 2011 to 20 June 2012 and brings up to date, since the issuance of my report (S/2011/746) dated 30 November 2011, the record of activities carried out by UNFICYP pursuant to Security Council resolution 186 (1964) and subsequent Council resolutions, most recently resolution 2026 (2011).

Other distressing developments included the United Kingdom’s Trident programme and France’s addition of a nuclear-armed ballistic missile submarine to its nuclear arsenals, as well as the latter country’s silence on the underground Israeli nuclear programme.

As part of the parallel programmes, expert presenters discussed good practice and new developments in areas such as emergency medical care, physical rehabilitation, psychological and social support including peer support, economic empowerment, community-based rehabilitation, data collection, inclusive development, disability sector coordination mechanisms, and the United Nations Convention on the Rights of Persons with Disabilities.

We are thus compelled to bring to your attention some of the serious developments in the recent period, and to underscore once again the need for urgent action by the international community, in line with international law and responsibilities, to address the occupying Power’s egregious violations and to once and for all take the necessary measures to bring an end to these violations and to act in unison and with urgency to advance the realization of a peaceful settlement of the question of Palestine.
