It has been noted that sectarian riots are most likely to occur when the following elements are present: (a) severe long-standing antagonism on religious lines in particular villages and urban localities; (b) an emotional response of members of religious communities to a precipitating event; (c) a feeling in the minds of rioters and the larger religious group to which they belong that sectarian violence is justifiable; and (d) the assessment by the rioters that the reaction from the police to sectarian violence will be either absent or partisan or ineffective.

Under partnership with UNDP, UNESCO also supported an awareness-raising campaign on citizenship and the culture of peace, with civics as a cross-cutting theme, broadcast for six months by national rural, community and private radio stations, which created tolerant and disciplined attitudes and behaviour within communities.

More generally, as part of the Centre’s core cross-cutting activities, popular awareness and knowledge of human rights and democracy were strengthened through the Centre’s ongoing outreach and advocacy strategy, which included the development and dissemination of various public information materials (posters, pocket-size human rights treaties, T-shirts, an accessible CD-ROM version of the Convention on the Rights of Persons with Disabilities, folders, calendars, notebooks, pens), press releases and a newsletter entitled “Rights and Democracy Focus”, which is distributed to over 6,000 global contacts through an electronic human rights network.

Those parties, primarily Governments, had a responsibility not only to aid the uprooted populations but also to work towards a durable solution, as Bosnia and Herzegovina, Croatia, Montenegro and Serbia had done in their commendable initiative to close the refugee chapter in the Western Balkans.

The excluded are also, according to the terminology of OECD, “children and adolescents at risk”, who often represent marginalized and particularly vulnerable groups (migrants, ethnic, linguistic, cultural or religious minorities, the victims of poverty, street children, working children, refugee or displaced children, the children of nomads, HIV and AIDS orphans, victims of violence, etc.).
