For the remaining part of the 2002-2003 biennium, the plan is to continue the implementation of the project, to analyse the results of Phase I activity reports, to organize the second subregional strategic workshop in Phnom Penh and a special session “urban poverty and rural-urban migrations in China” during the 36th World Congress of the International Institute of Sociology, in Beijing.

Large imbalances within and between countries persist in terms of the human and social goals of the Brussels Programme of Action with respect to gender, rural-urban populations and other disadvantaged groups.

Their priorities include support for local communities, such as indigenous, rural or remote communities, in overcoming geographical, social and economic obstacles to broadband access.

A better understanding of the term ethne would correspond to an ethno-linguistic/ethno-cultural people group which includes the various strata of youth, urban, rural, rich, poor, disabled, etc.

It has been noted that sectarian riots are most likely to occur when the following elements are present: (a) severe long-standing antagonism on religious lines in particular villages and urban localities; (b) an emotional response of members of religious communities to a precipitating event; (c) a feeling in the minds of rioters and the larger religious group to which they belong that sectarian violence is justifiable; and (d) the assessment by the rioters that the reaction from the police to sectarian violence will be either absent or partisan or ineffective.

For example, ensuring that all individuals have equal access to adequate housing, water and sanitation will help to overcome discrimination against women and girl children and persons living in informal settlements and rural areas.

Armed group activity was also reported in some hill districts, including Khotang and Bhojpur, where the Kirant Janabadi Workers Party continued intimidation and extortion activities, targeting primarily village-level government secretaries and schoolteachers.

During their visit, the Working Group found that the challenges faced by people of African descent in Portugal related mainly to their lack of recognition as a specific group in the national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence of racial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special measures or affirmative action policies in Portugal for people of African descent or other minorities.
