The majority of recommendations had been identified as constructive and target-oriented, and many of the recommended measures had already been incorporated in plans of action and were at different stages of implementation.

Those measures include the provision of targeted assistance with the aim, as soon as circumstances allow, of promoting the self-sufficiency of families; addressing the legal situation of persons unaccounted for and the consequences for family members, including in terms of property administration, guardianship and parental authority; ensuring children receive special support and protection and, in particular, taking measures to reunite unaccompanied children with their families; ensuring that the needs of single heads of families are given special attention, taking into consideration the specific needs faced by women in such situations; ensuring that the families of persons unaccounted for benefit from support programmes in order to adapt to their situations and come to terms with the events; and psychological support, and, whenever necessary and feasible psychiatric treatment, to be provided to those in need.

From the replies received, the Working Group was encouraged to note that some Governments had carried out investigations into the allegations made and taken measures, including enacting new legislation, conducting legal reform, introducing policies and services, such as health-related services, to better protect and assist women, including women victims of violence, developing national plans of action, prosecuting and punishing perpetrators of violence, introducing targeted measures for the promotion of women’s rights, making efforts to guarantee the full enjoyment of human rights by women, including through gender-sensitive budgeting, and improving public awareness-raising activities to promote gender equality and the advancement of women in accordance with relevant international standards.

Furthermore, in order to achieve an efficient and targeted implementation of the plan of action on victim assistance and to match cooperation and assistance successfully, greater efforts were needed at the national level to understand the scale of the problem and the real state of implementation on the ground.

It also noted that several such programmes were in operation in the region, including targeted income transfer schemes, universal health care, pensions for the elderly, and support for people with disabilities and people living with HIV and AIDS.
