As indicated in paragraph 2 of the statement of the Secretary-General, under the terms of operative paragraph 30 of draft resolution A/C.3/64/L.36, the General Assembly would request the Secretary-General: (a ) to continue to provide his good offices and to pursue his discussions on the situation of human rights, the transition to democracy and the national reconciliation process with the Government and the people of Myanmar, including democracy and human rights groups and all relevant parties, and to offer technical assistance to the Government in that regard; (b ) to give all necessary assistance to enable the Special Adviser and the Special Rapporteur to discharge their mandates fully and effectively and in a coordinated manner; and (c ) to report to the General Assembly at its sixty-fifth session as well as to the Human Rights Council on the progress made in the implementation of the resolution.

However, contrary to the 2010 Liberia national report, the marking and tracing procedure does not comply with the requirements of the International Instrument to Enable States to Identify and Trace, in a Timely and Reliable Manner, Illicit Small Arms and Light Weapons for the following: the simple marking on each imported small arm or light weapon that permits identification of the country of import and, where possible, the year of import; the unique marking and recording of all illicit small arms and light weapons that are found in its territory; and the establishment of an accurate and comprehensive record for all marked small arms and light weapons, which is then maintained to enable the competent national authorities to trace illicit small arms and light weapons in a timely and reliable manner (see paragraphs 8, 9 and 11 of the International Tracing Instrument16 ).

Although conference services for the High-level Dialogue of the General Assembly had not been included by the Department for General Assembly and Conference Management in its draft calendar of conferences and meetings for 2010-2011, the Secretariat would seek to use most effectively and efficiently the provisions to be made under section 2, General Assembly and Economic and Social Council affairs and conference management and section 28D, Office of Central Support Services, of the proposed programme budget for the biennium 2010-2011, in order to fully service the High-level Dialogue.

For the preparation of document 34 C/5, the Latin America and the Caribbean region requests that the questionnaire be sent well enough in advance to allow for national consultations and that cluster offices be provided with the necessary resources to hold their respective subregional meetings before the regional consultation, in order to establish priorities based on the results of these national consultations.
