In section V, paragraph 11, of the same resolution, the General Assembly requested the Secretary-General to seek a more effective strategy to fill current and future language post vacancies at all duty stations in a timely manner, took note of paragraph 92 of the report of the Secretary-General on the pattern of conferences (A/63/119 and Corr.1), and also requested the Secretary-General to hold the competitive examinations for the recruitment of language staff referred to in that paragraph, as well as other examinations beyond 2009, well in advance so as to fill current and future language post vacancies at all duty stations in a timely manner, and to inform the Assembly at its sixty-fourth session of efforts in that regard.

Specific activities that assisted countries in relation to terrorism targeted at food products included: (a) capacity-building (training courses, projects) concerning food safety, animal and plant health, including promotion of risk analyses and developing base-level capacity to ensure national ability to monitor, diagnose, report and respond to pest and disease outbreaks; (b) the standard setting work of the Codex Alimentarius Commission and the International Plant Protection Convention; (c) the establishment of a Food Chain Crisis Management Framework for prevention, early warning, preparedness and response to food chain crises caused by transboundary animal and plant pests and diseases, food safety threats and emergencies, as well as nuclear and radiological threats and emergencies; and the organization of international forums to discuss biological risk management in relation to food and agriculture.

As the virus is a potentially dangerous pathogen, it is important for incidents of leakage of human swine influenza A virus (subtype H1) from laboratories to be subject to the statutory notification requirement, so as to facilitate early detection of such incidents, and to enable appropriate control measures to be implemented in a timely manner for the protection of laboratory workers and prevention of spread of diseases.

The most important policy to be implemented to contain such financial market pressure was to provide confidence to the financial markets.

Through the implementation road map, a structured and effective organizational plan can be created to link the substantive work of the various annual meetings of States, supporting the idea of undertaking these discussions within specific sessions dedicated to the 2011 open-ended meeting of governmental experts and the 2012 Review Conference, respectively (which could be interlinked to discussions proposed under proposal number 1), and taking into account that the Biennial Meeting of States will consider the implementation of the programme of action and the Review Conference will review the progress made in its implementation and its structure.

It was noted that any future experimentation sessions would benefit from focusing on a small number of areas to promote more detailed exchange and to ensure a meaningful outcome from the discussions.

It is indeed urgent that the Security Council respond to the various national and regional concerns and act to invoke article 16 of the Rome Statute in response to the decision of the African Union that was adopted at its most recent summit and the recent decision of the League of Arab States.

Each of the 13 Occupational Group Managers would continue the responsibilities for reviewing applications, identifying candidates for further assessment by subject matter experts, that is, expert panels, serving as Secretary for the expert panel under his or her purview and consolidating findings and interview reports from the panel for presentation to the Field Central Review Bodies, monitoring incumbency rates in the field operations for positions in his or her occupational group, managing his or her assigned roster, developing shortlists for programme managers in the field operations and determining when outreach activities should be conducted to address gaps in the roster, especially in gender and geographic representation, and determining the mobility opportunities for staff members currently serving in the field so as to rotate staff among relevant duty stations.

The Conference encouraged the Secretariat to seek feedback from member countries on the conduct of the Regional Conference, with a view towards enhancing the organization and efficiency of future sessions, maximizing opportunities for exchange among ministers and other delegates, and striking a balance between discussion of technical issues and programme and policy matters.

For the purposes of more comprehensive protection, each State is encouraged to take all appropriate measures, in accordance with international law, to cooperate with other States concerned with a view to establishing jurisdiction over, and providing effective criminal sanctions against, those persons who have committed or have ordered to be committed acts referred to above (VII – Individual criminal responsibility) and who are found present on its territory, regardless of their nationality and the place where such act occurred.

Zimbabwe recommitted to relocate from its mine action centre to an areas where it will be easily accessible to all, to establish another demining squadron, to resurvey all known minefields and suspected hazardous areas, and, to continue with mine clearance and mine risk education.

In this respect, the following issues were seen as particularly relevant: a clearer vision of how UNESCO science programmes can best contribute to sustainablepeace and human development; a balance between science-driven and policy-driven research; a balance between normative and operational/technical action; a clearer understanding of issues where UNESCO should play a lead role and as such make a real difference; opportunities for reinforced cross-sectoral work; a clearer division of labour and a better realization of synergies with other specialized organizations of the United Nations system; as well as enhanced cooperation with funding agencies and partners.

It also offered to facilitate the logistical arrangements and to render other support to the secretariat as and when it would be required to ensure the success of the sixty-ninth session.

Regarding funding support for the arts groups, members in generally considered that the Administration should (a) ensure a reasonable and fair distribution of funding resources amongst arts groups; (b) review the existing mode of subsidy for the major performing arts groups to avoid stifling the development of non-subvented commercial arts groups; (c) provide more funding for the support of small and medium sized arts groups and budding artists; (d) explore means to minimize staffing and administrative expenses in the operation of arts programmes so that the savings could be re-allocated to the use of arts development; (e) examine the effectiveness of the current funding policy in achieving the policy goals, such as encouraging diversified and balanced development of arts and culture; and (f) consider increasing its overall allocation of funding for culture and the arts, given the imminent need to achieve the vision of the West Kowloon Culture District project.

Algeria appreciated the efforts made to promote women and their participation in decision-making processes, as well as the measures taken to facilitate their access to justice.

In its resolutions 1880 (2009) and 1911 (2010), the Security Council requested UNOCI to bring its full support to the implementation of the remaining tasks under the Ouagadougou agreements, in particular those that are essential to the holding of the presidential election; provide technical and logistical support to the Electoral Commission; support the disarmament, demobilization and reintegration programme and the disarmament and dismantling of militias; continue to assist the Government in restoring State authority, including a civilian policing presence and rule of law institutions throughout the country; continue to assist the Facilitator and his Special Representative in Abidjan; and continue to work closely with humanitarian agencies in areas of tension and with respect to the return of displaced persons in order to respond to possible outbreaks of violence and other threats against civilians in a timely and appropriate manner.

164 The Board may from time to time and at any time, by power of attorney under the seal, appoint any company, firm or person or any fluctuating body of persons, whether nominated directly or indirectly by the Board, to be the attorney or attorneys of the Company for such purposes and with such powers, authorities and discretions (not exceeding those vested in or exercisable by the Board under these Articles) and for such period and subject to such conditions as it may think fit, and any such power of attorney may contain such provisions for the protection and convenience of persons dealing with any such attorney as the Board may think fit, and may also authorise any such attorney to sub-delegate all or any of the powers, authorities and discretions vested in him.

Promotion of human rights and the fight against discrimination: UNESCO will implement the UNESCO Strategy on Human Rights, aimed at strengthening outreach, advancing policy-oriented research on rights within UNESCO’s areas of competence, especially through the consolidation of two regional research networks in Latin America and in Africa and a strengthening of cooperation with principal partners, such as national human rights institutions, UNESCO Chairs, universities, and human rights research and training institutions.

Assistance focuses on (a) establishing legal and policy frameworks consistent with international standards and norms; (b) strengthening the capacity of domestic institutions, in particular anti-corruption bodies and criminal justice institutions, to effectively prevent and control corruption in an integrated and coordinated way; (c) enhancing integrity, accountability and transparency in public and private sectors, including the management of public resources; (d) supporting relevant Government institutions in international cooperation and the recovery of assets at the domestic and international levels; (e) development of strategic and thematic partnerships with members of the international community and United Nations system to ensure coherency in the delivery of technical assistance; and (f) supporting the establishment of networks and platforms for policy dialogue and peer learning among Member States at the regional and international levels.

The attention of the Commission is also drawn to paragraph 4 of the annex to Council resolution 1982/50, in which the Secretary-General recommended that: (a) the documentation and programme of work of the subsidiary bodies of the Council and the Assembly be streamlined in order to enable the subsidiary bodies to perform effectively the functions entrusted to them; (b) the Council and the Assembly continue to review the provisional agendas for their subsidiary bodies, together with the list of requested documentation, in order, inter alia, to establish greater consistency in the overall request for documentation and its orderly consideration at the intergovernmental level, taking fully into account the mediumterm plan and the programme budget; and (c) in doing so, the Council and the Assembly also take into account the need for the consolidation of items and documentation for their subsidiary machinery.

These include, but are not limited to, talented young voices giving expression, through word and image, to their expectations of the Organization and those who lead its Member States; scholars, students and teachers who see in their work a discernible United Nations “impact”; college students who adapt the dynamism of the General Assembly’s possibilities to a “Global Model United Nations” that is entirely their own; non-governmental organizations and individuals who breathe new life into long-debated topics with the vigour of a vaster geographical base and greater opportunities for participation; Governments, research institutions and the media, which seek, and can now find, the recorded positions of Member States on key issues in readily accessible form; and the creative community, which sees in matters vital to the Organization’s agenda the chance to reach its audiences in a fashion that informs as it entertains.

What was required, speakers concurred, was more targeted initiatives by both least developed countries and their international commercial partners and other stakeholders to implement measures that would overcome institutional gaps and create appropriate incentives for more effective international collaboration to exploit investment opportunities, capitalize on unexploited trade opportunities, and assure more efficient and business-enabling knowledge sharing, especially best practices and other types of know-how, including the transfer of appropriate technologies.
