Yemen recalled the recent Israeli attack against the Gaza strip and indicated that Israel has ignored recommendations since 1948 and so it is not surprising that it will ignore the largest number of UPR recommendations, specially those related to putting an end to the occupation in all occupied Palestinian and Arab territories and to recognizing the right of Palestinian people to self-determination, to an independent sovereign state with Jerusalem as a capital, and to the right of return of Palestinian refugees to their homeland and their right to compensation and restitution of their properties.

The Syrian Arab Republic seeks a just and comprehensive peace and respect for all Arab rights, including the total withdrawal by Israel from all the occupied Arab territories to the borders of 4 June 1967, the establishment of a Palestinian State with Jerusalem as its capital, the settlement of the question of Palestinian refugees in accordance with the relevant resolutions of international legitimacy, especially resolution 194 (III) and Security Council resolutions 242 (1967), 338 (1973), and the Arab Peace Initiative.

In this regard, I wish to draw your attention to the following illegal actions perpetrated by Israel, the occupying Power, in the Occupied Palestinian Territory, including East Jerusalem, and to reiterate the appeal of the Palestinian people and their leadership to the international community, including the Security Council, to uphold its legal obligations and responsibilities and to act forthwith to bring an end to this unlawful and dangerous situation and to salvage the prospects of realizing a just, comprehensive and lasting peace settlement by which, inter alia, the Palestinian people will realize their right to self-determination and freedom in their independent, sovereign, democratic, contiguous and viable State of Palestine, with East Jerusalem as its capital, on the basis of the pre-1967 borders.

As noted in my previous report (S/2010/556), the Combined Maritime Forces are a United States-led international naval coalition of 25 nations that conducts integrated and coordinated operations in the Gulf of Aden, the Gulf of Oman, the Arabian Sea, the Arabian Gulf, the Red Sea and parts of the Indian Ocean.

That is because Israel’s acceptance of the Arab Peace Initiative would guarantee the end of its occupation of all Syrian territories occupied since 1967 and the remaining Lebanese territories occupied in the same year and the establishment of an independent Palestinian State with East Jerusalem as its capital, and because it would guarantee an agreed resolution of the issue of Palestine refugees in accordance with General Assembly resolution 194 (III) and would secure for Israel peace agreements with all Arab States and normal relations with 35 other Islamic States.

Eritrean support to Somali armed groups dates from the 1998-2000 border conflict, when Asmara sought to open a “second front” against Ethiopia in Somalia by provision of assistance to the militia faction headed by Hussein Mohamed Farah “Aydiid”, and through him to Ethiopian armed opposition groups including ONLF and OLF.

Egypt recommended that Israel end its occupation of all Palestinian and Arab Territories occupied since 1967, including Jerusalem and the Syrian Golan; respect the right of Palestinians to self-determination and the establishment of their independent State, with Jerusalem as its capital; respect the right of Palestinian refugees to return to their homelands and be compensated for losses and damage incurred and to retrieve their properties; fully implement the advisory opinion of the International Court of Justice concerning the wall; annul its illegitimate decision to annex the occupied Syrian Golan, and to end all settlement activities therein; end all settlement activities in the Occupied Palestinian Territories, particularly in and around occupied Jerusalem; immediately cease its military operations in the Occupied Palestinian Territories and lift the closure imposed on the Gaza strip; and immediately release all Palestinian, Syrian and other Arab prisoners and detainees.

Such declaration is important since it determines the identity of the child’s parents and, therefore, the primary persons to be responsible for the child.

These principles were central to critiques of Soviet intervention in Eastern Europe and continued through to the U.S.-led NATO intervention in the former Yugoslavia, which China denounced as “hegemonist”.

Communication efforts will hence focus on achieving greater visibility and wider recognition of WIPO’s role in encouraging innovation and creativity; in facilitating multilateral dialogue on IP issues; and, as the primary, trusted provider of international IP expertise, information and services.

(b) Take all necessary measures to ensure that, in the treatment by the criminal justice system of children who are victims of the offences described in the Optional Protocol, the best interests of the child shall be a primary consideration

The Committee is nevertheless concerned that the principle of primary consideration of the best interests of the child is not yet applied in all areas affecting children, such as child custody cases and immigration cases, and that those responsible for taking the child’s best interest into account are not always sufficiently trained to conduct a thorough case-by-case assessment of the best interests of the affected child.

In 2011, the Division continued to strengthen its partnership with international institutions and other stakeholders in developing a coherent e-government support mechanism, which includes: partnering with the Government of Colombia for e-government development in Latin America; partnering with multilateral development banks for e-procurement; partnering with several universities to develop the United Nations E-Government Survey, and with Boston University to provide training for chief information officers and senior e-government officials.

In conclusion, she urged the international community to intensify efforts to promote a peaceful settlement of the question of Palestine, including an end to the Israeli occupation, the establishment of an independent State of Palestine, with East Jerusalem as its capital, and a just solution to the plight of the Palestine refugees on the basis of General Assembly resolution 194 (III).
