Pending a full evaluation of the experience gained with and the results attained by the various CCT projects carried out during the 31 C/5 and 32 C/5, the Director-General recommends to continue during the 33 C/5 only a limited number of ongoing CCT projects which have demonstrably shown effectiveness and results in particular at the field level as well as the use of innovative modalities and approaches, but not to add new CCT projects.

The Tribunal also exhibits several novelties from the point of view of procedure, including: (a) a Pre-Trial Judge with significant authority and responsibility; (b) a more proactive role for judges; (c) extensive victim participation in the proceedings; (d) measures alternative to detention, aimed at ensuring that freedom pending trial is the norm rather than the exception; (e) the protection of sensitive information, both to ensure the safety of witnesses and to accommodate the legitimate requests of States (including national security interests); and (f) trials in the absence of the accused under certain circumstances and with mechanisms designed to fully protect the rights of the accused.

Germany further indicated that a strategic action concept was developed in order to create the necessary infrastructure for further targeted survey.

In this connection, the Committee reiterates its concern about the flexible interpretation of the guidelines for the use of funds appropriated for general temporary assistance, which are intended to be used for the temporary replacement of staff on extended sick leave or maternity leave or the engagement of additional staff during peak workload periods, and not to finance de facto regular budget posts that are of a continuing nature (see, inter alia, A/50/7/Add.2).

In return for this openness, cooperation and commitment on the part of Syria, and since Damascus accepted Mr. Annan’s plan, terrorist operations have escalated, including acts of aggression and the killing of Government forces and civilians; the sabotage and destruction of infrastructure; and the forcible eviction of peaceful citizens and their relocation to prefabricated camps in neighbouring countries, with the objective of laying the groundwork for the creation of a refugee crisis to be used for political ends and later built upon to establish so-called buffer zones that would, in turn, justify calls for foreign military intervention.

They are to be exercised “subject to respect for the rights and freedoms of others”5 and “subject to the law of The Gambia in so far as that law imposes reasonable restrictions on the exercise of the rights and freedoms thereby conferred, which are necessary in a democratic society and are required in the interests of the sovereignty and integrity of The Gambia, national security, public order, decency or morality, or in relation to contempt of court.

If the objective is affordable access to medicines of appropriate quality and quantity, then the solution should allow production in the most economically viable manner, whether domestically or overseas.

Lastly, and perhaps most importantly, whereas the objective of the (European) Observatory of Reservations to International Treaties is to present as united as possible a “front” with respect to reservations formulated by other States, this would obviously not be the function of the assistance mechanism envisaged here; it will be clear from the preceding section that its purpose would be rather to provide technical assistance to States that wished to receive it; to help States (and international organizations) with differing views concerning reservations to resolve their differences by finding common ground; and to provide those countries or international organizations with specific information on the applicable legal rules.

In this way the Talmud, in its strict connotation of the interpretation of the Mishnah, was increased by an inexhaustible mass of material, which afforded the amoraic academies a basis both for the interpretation and for the criticism of the Mishnah; for since the Talmud deals with the criticism of the Mishnah, not only in text and meaning, but also in its relation to the baraitot, these baraitot themselves were frequently interpreted in the same way as were mishnaic passages (eg, RH 10a, 12b, 29a), and were supplied with their Talmud.

Other policies and programmes introduced by the Government of Kenya to alleviate the problems affecting different sections of society included the youth enterprise and women enterprise development funds, which had improved the livelihoods of many families, and the youth employment programme, which offered jobs to young people in community-based projects being undertaken by the various ministries.

[...] [...] project was consistent with decision 55/43(e) and that it had been designed to disseminate the results from the validation of methyl formate technology in rigid and integral skin polyurethane foam applications globally, and on the understanding that the project would be the final validation project for methyl formate in the manufacture of rigid and integral skin polyurethane foams, and that approval of the project was without prejudice to consideration of the future funding request for phase II of the project by the Executive Committee.

These safeguards are considered not so much as due process safeguards — this task falls to other United Nations bodies — but as instruments of prevention of torture and other cruel, inhuman or degrading treatment or punishment.

The main objectives of this Commission were the investigation of human rights violations which took place in this period, the discovery of the truth regarding these violations, the identification of the factors which led to them, the identification of the policies and practices which gave rise to them as an instrument for preventing future re-occurrence, the promotion of respect for human rights, the promotion of reconciliation and the support for the process of restoring the dignity of the victims.

In the Medical Services Section, the establishment of 15 additional national posts (6 National Officers and 9 national General Service staff) is proposed, as the Section has over the past years expanded the services it provides, which include round-the-clock operation of the UNOCI headquarters clinic, which is now functioning at level I-plus rather than the previous level I; patients are followed up at their homes after discharge from level III hospitals; patients are regularly visited in the 11 level III hospitals in Abidjan and in Sector West and Sector East; doctors in the regional headquarters perform outreach activity by visiting remote offices twice a week; support is provided to the Government during important functions and to the United Nations country team as part of the United Nations integrated framework; and medical support is proposed to be provided eight hours a day at the logistics base in Koumassi as opposed to the current two hours a day.

The most important policy to be implemented to contain such financial market pressure was to provide confidence to the financial markets.

Note to the Working Group The Working Group may wish to note that: (a) under option C in paragraph 1, the registry should have both numerical and name indexes and searchers should be able to search with one or the other indexing criterion; and (b) paragraph 4 has been inserted for the Working Group to consider the matter of the address of the grantor; and (c) the address of the grantor and secured creditor or its representative has to be part of the record, but not necessarily part of the identifier, except if there is a need for additional information to identify the secured creditor, its representative or the grantor.

A principal objective of a dialogue is to bridge the gap in knowledge about other civilizations, cultures and societies, to lay the foundations for dialogue based on universally shared values and to undertake concrete activities, inspired and driven by dialogue, especially in the areas of education, cultural diversity and heritage, the sciences and communication and media.

This occurs if the organization is considered to be a component of the international community to which the obligation is owed or if the obligation breached is owed to the organization because of special circumstances, for instance because force is used in relation to a territory that the organization administers.

In addition, Tajikistan reported that it is preparing to conduct a needs assessment of landmine and other ERW victims in mine affected districts with the main goal being to establish a functional victim information system (VIS), which would comply with the Information Management System for Mine Action (IMSMA) standards and become a systematic and reliable mechanism at the district and oblast level.

The expert further noted that the scars were fairly unspecific and for that reason the findings could not be regarded as entirely conclusive; however, he concluded that the assessment findings might substantiate that he had been subjected to torture in the way alleged.

Many Member States identified opportunities for furthering intersectoral cooperation in the following areas: multilingualism; ICTs for education, especially for teacher training; media education; production of diversified and culturally diversified local content; cultural heritage, in particular by strengthening the links between the Memory of the World Programme and the other cultural heritage activities under Major Programme IV; infoethics; and the use of ICTs in human rights and democracy education.

The following elements of quality education were highlighted: focus on assistance in curricula review and revision, particularly the introduction of values education and ethical approaches, in accordance with national priorities and Arab needs; “learner-centred” education; improvement of teaching including capacity-building and teacher training; improvement in the status of teachers; development of benchmarking and assessment; elaboration of national standards regarding quality education.

With respect to the development of a comprehensive plan and an end-state vision of the strategy, the Department indicated that the overall high-level plan presented in annex I of the previous progress report of the Secretary-General (A/65/643), was designed to provide the Department with a road map for the implementation of a new service delivery model that remained flexible enough to reflect and respond to the changing requirements, as expressed by both Member States and field mission leadership.

These have been primarily aimed at informing and training the public and relevant target groups, preparing and distributing the relevant materials, raising the administrative capacity of state agencies to notice and identify discrimination of women and reduce gender inequality.
