To a large extent, the matters we have been talking about today — drugs, crime and terrorism — are rather sinister, both in name and in logic, and some of our colleagues who deal with the very noble causes of education, health, employment and so forth resist, in a way, being associated with these sinister causes.

The evaluators highlighted external factors that contributed to constrained activity: political (where a country finds itself in a conflict, notions of peace may be difficult to promote without being seen to side with the enemy), economic (poverty having serious implications on access to communication technology), geographic and relational in terms of national policy (where the notions represented by the project are already integrated into the curriculum, being an ASPnet school brings little added value).

Many attacks targeted civilians directly, such as a car bomb on 5 December targeting a religious procession in Hilla, which killed 15 people, including women and children.

The United Nations/Government of Liberia joint programme for employment and empowerment of young women and men includes special measures to address the structural constraints faced by adolescent girls, promotes non-traditional jobs for young women and has a pool of female trainers to provide female role models for young women.

Furthermore, a team of personnel with strong educational backgrounds, good competency, and professional attitudes provide very powerful support for R&D and market expansion.

With the addition of a sixth expert for natural resources, the Security Council, by paragraph 6 of resolution 1952 (2010), expanded the mandate of the Group of Experts to “areas affected by the presence of illegal armed groups, including North and South Kivu and Orientale Province”, as well as on regional and international networks providing support to illegal armed groups, criminal networks and perpetrators of serious violations of international humanitarian law and human rights abuses, including those within the national armed forces, operating in the eastern part of the Democratic Republic of the Congo; and requested the Group to evaluate the impact of due diligence guidelines referred to in the resolution.

Reinforcement of “critical mass” of endogenous human resources for monitoring and assessment of quality through intensive workshops (45 altogether) in survey methodology, sampling, instrument-development, testing, data analysis, and report-writing (around 80 trainees per country); Institution-building and strengthening on international level to ensure sustainable monitoring programmes for quality improvement in basic education.

For QG 9, the Standing Commission has noted, in particular, the differences in the salary structure of degree jobs in the civil service and the private sector (viz. degree jobs in the private sector generally enjoy a larger jump after a few years) and the importance to maintain the competitiveness of jobs in the QG which form the backbone of the civil service, etc.
