The Special Rapporteur continued to receive allegations of torture and ill-treatment during interrogation, the use of prisoners as porters or “human shields” for the military and the transfer of prisoners to facilities in remote areas where they are unable to receive family visits or packages of essential medicine and supplemental food.

At its sixty-first session, the General Assembly decided to include in the agenda of that session the item entitled “Report of the Human Rights Council”, and that the item would be considered in plenary meeting and in the Third Committee, on the understanding that the Third Committee would consider and act on all recommendations of the Human Rights Council to the Assembly, including those that dealt with the development of international law in the field of human rights (decision 61/503 A).

These include proposals for the establishment of (a) 13 Safety and Security posts under section 35, comprised of 5 General Service (Other level) posts in Geneva to implement a necessary canine unit and lead crisis management training, and 8 General Service (Local level) posts in Addis Ababa to support the security control centres, (b) 4 General Service (Other level) posts under section 24 to provide administrative and clerical support to the Human Rights Council and the treaty bodies, including the Committee on Enforced Disappearances and the Subcommittee on Prevention of Torture and Other Cruel, Inhuman or Degrading Treatment, (c) 2 General Service (Other level) posts to support the International Court of Justice and (d) 2 General Service (Local level) posts in UNTSO to provide transportation services across international borders.

This enables investigators to identify and gather evidence against both the direct perpetrators of the crimes and the “perpetrators behind the perpetrators” — those senior political, military and paramilitary leaders who, although physically, geographically or temporally removed from the crimes, in fact bear the greatest responsibility.

(hh) Develop or strengthen policies and programmes to support the multiple roles of women in society, including in the fields of science and technology, in order to increase women’s and girls’ access to education, training, science and technology, while acknowledging the social significance of maternity and motherhood, parenting and the role of parents and other guardians in the upbringing of the children and caring for other family members, and ensure that such policies and programmes also promote shared responsibility of parents, women and men and society as a whole

The Conference recognizes the importance of developing effective national infrastructure for human, animal and plant disease surveillance, detection, diagnosis and containment, as well as national biological risk management through international cooperation and assistance.

The present report identifies areas that OHCHR considers could be the subject of exchanges between the Office and the Permanent Forum, including a discussion on (a) the nature and form of advice that the Forum can give to OHCHR; (b) the nature of the information provided annually by OHCHR to the Forum; (c) the possible cooperation of members of the Forum with OHCHR in its activities at the country level; (d) the ways for improving dialogue between OHCHR and observers to the Forum, especially States and indigenous peoples’ organizations; and (e) the appropriate ways of handling human rights complaints that may arise at sessions of the Forum.

The election of the Constituent Assembly, the declaration of Nepal as a federal democratic republic and the formation of a new coalition Government led by the Communist Party of Nepal (Maoist) had created a better environment for human rights.

Uruguay would like to reiterate the urgent need for all stakeholders in all situations to preserve, strengthen and respect the norms of international humanitarian law in order to ensure full respect for the principles of humanity, neutrality, impartiality and independence, and the pressing need to facilitate access for humanitarian personnel and ensure appropriate security conditions for the successful completion of their tasks.

In its resolution 65/281, entitled “Review of the Human Rights Council”, the General Assembly decided to continue its practice of allocating the agenda item entitled “Report [...] [...]

While the view was expressed that human dignity was the foundation of human rights in general, and while further elaboration on that concept was suggested, some delegations considered that the meaning and the legal implications of the rights to dignity were unclear.

The participants regarded space-related activities as a means of fostering national pride, reflecting national comprehensive strength, satisfying human curiosity, preparing humans for longdistance space travel and living in space, conducting scientific research, promoting excellence in engineering, developing new technologies, utilizing space to generate new industrial processes and utilizing space technology for sustainable development.

While in this case the Committee, on the basis of the evidence before it, did not find it necessary to address this possible violation in its consideration of the merits, the declaration of admissibility shows that the Committee is prepared to consider such arguments and reflects the trend in contemporary international human rights law away from the fictitious and artificial division of rights into “categories” and towards the view that all human rights are universal and interdependent.

Civil society organizations stressed the need to move away from market-driven policies and further implement people-centred development policies that require Governments to ensure sustainable livelihoods and uphold human rights and gender equality.

The Conference notes the importance of ensuring that efforts undertaken are effective irrespective of whether a disease outbreak is naturally occurring or deliberately caused, and cover diseases and toxins that could harm humans, animals, plants or the environment.
