HIV/AIDS diagnosis among older persons is difficult because symptoms of infection can be mistaken for other immunodeficiency syndromes that occur in older persons.

It is the duty of the State to find and implement new and innovative ways to reach out to older persons, identify age-friendly means to disseminate health-related information and encourage their participation.

According to the result of Cambodia Demographic and Health Survey in 2005, it is shown that previously the child mortality rate has decreased 30 per cent in average (6 per cent decreased per year), in which the mortality of the child under 1 year of age has decreased 95 persons per 1,000 survival births in 2000 up to 66 persons per 1,000 survival births in 2005.

A sizeable majority of older persons are female, especially those aged 80 and above; older men are more likely to be married compared to older women; an increasing number of older persons reside in urban areas, although many still live in rural areas; and there are considerable variations with regard to their living conditions, socio-economic circumstances and health status.

The survey was conducted in two stages: the first, EDAD-households (between November 2007 and February 2008), aimed at family homes, polled 96,000 homes and 260,000 persons; the second stage, EDAD-centres (May-July 2008), targeted for the first time centres for older persons and persons with disabilities and psychiatric and geriatric hospitals; 800 centres and 11,000 persons were polled.

She also noted that specific groups of older persons, such as older migrants, older persons with disabilities, the “oldest” old and dependent older persons, required close attention from policymakers, particularly in the realm of long-term care and special measures of protection.

The Consultant interviewed a representative range of organisations in both the non-profit-making and the commercial sectors. The major findings are that (a) there should be a focal theme which clearly distinguishes the Centre for Youth Development (CYD) from other youth-related facilities; (b) the facilities and equipment inside the CYD should be flexibly designed to cater for the changing demands in the market (especially the youth market); and (c) there should be sufficient commercial interest in providing management and operation services for either a part or the whole of the CYD.

A second direction for new initiatives will probably be found in outreach for raising awareness among the general public on the potential of our planet for future generations and to encourage young people to learn more about our home planet, its powers, its beauty and its challenges.

There are a number of key initiatives currently underway, notably the proposed establishment of an independent Insurance Authority and a policyholders’ protection fund, legislation for enhancing the regulation of MPF intermediaries, implementation of the proposed increase of the minimum and maximum levels of relevant income for MPF contributions and the Employee Choice Arrangement for MPF schemes, the on-going review of the operation of the MPF system, and preparation for seeking agreement of the Financial Action Task Force to remove Hong Kong from its regular follow-up process in mid-2012.

At its sixty-sixth session, the General Assembly decided to convene in 2016, in line with the bi-decennial cycle (1976, 1996 and 2016), a third United Nations conference on housing and sustainable urban development (Habitat III) to reinvigorate the global commitment to sustainable urbanization that should focus on the implementation of a “New Urban Agenda”, which should build on the Habitat Agenda, the Declaration on Cities and Other Human Settlements in the New Millennium and the relevant internationally agreed development goals, including those contained in the United Nations Millennium Declaration, the Johannesburg Declaration on Sustainable Development, the Johannesburg Plan of Implementation, and the outcomes of other major United Nations conferences and summits, and requested the Secretary-General to submit to the Assembly, at its sixty-seventh session, a report on the implementation of the resolution (resolution 66/207).

While the mid-Decade review in 2010 called for by the General Assembly will give the opportunity to all concerned to renew their commitment to the Decade, take relevant actions and provide comprehensive inputs on the implementation of the Decade, it should be pointed out that at least two clear broad outcomes have been catalysed during the first years of the Decade: (a) an increased awareness of indigenous issues and increased involvement of Member States, United Nations and other intergovernmental organizations in indigenous issues, including at the field level; and (b) the adoption of the United Nations Declaration on the Rights of Indigenous Peoples.

The district-based indicators under Section IV are based on the data collected in the General Household Survey in January to December of the year, as well as the mid-year population estimates by district as compiled by an inter-departmental Working Group on Population Distribution Projections.
