The specific objectives of the Meeting were: (a) to examine the trends that are apparent in the worldwide development of GNSS and how they will affect the growing population of users of satellite-positioning technologies; (b) to review ongoing and planned initiatives as well as case studies that could contribute to the wider use of GNSS technology and its applications, including the possibility of one or more national, regional and international pilot projects in which interested institutions could incorporate the use of GNSS technology; (c) identify a functional partnership that could be established to promote innovative GNSS-enabled applications, as well as recommend how such a partnership could be established through voluntary actions that could include Governments, international organizations, research and development institutions, academia and other relevant stakeholders; and (d) define recommendations and findings to be forwarded for consideration by ICG and its working groups.

Under Programme V.2, Promoting communication development and ICTs for education, science and culture, actions were geared towards two main objectives (i) supporting the development of communication media, including in conflict and post-conflict areas and postdisaster situations; and (ii) enhancing learning opportunities through access to diversified contents and delivery systems, thereby contributing to achieving the EFA target goals and the WSIS Action Plan, and strengthening capacities for scientific research and information sharing.

(b) in the medium to long term, after the completion of the Central-Wan Chai Bypass, Road P2 will serve to distribute traffic from the strategic east-west traffic corridor formed by Central-Wan Chai Bypass and the Rumsey Street Flyover to the neighbouring areas including Central, Central Reclamation, Admiralty, Mid-levels, Wan Chai and Wan Chai North, and vice versa from these areas to the corridor.

Today, I will address the three main topics suggested in the concept paper prepared by your delegation, Sir, for this debate (S/2010/322, annex), namely, the promotion of the rule of law in conflict and post-conflict situations, international justice and the peaceful settlement of disputes, and the efficiency and credibility of sanctions regimes.

While the rise in FDI levels is attributable to the intensification of South-South trade and investment flows among southern countries with emerging economies such as Brazil, China and India leading the way, analysts have noted the rise of “African lions”, highperforming African economies such as Botswana, Egypt, Libya, Mauritius, Morocco, South Africa and Tunisia (before the Arab Spring) that have outperformed Brazil, the Russian Federation, India and China (the BRIC countries) since 2008 as measured in terms of per capita GDP levels.

The Executive Board will also have before it for discussion 10 draft country programme documents for Swaziland in the Africa region; Iraq and the Occupied Palestinian Territory in the Arab States region; Cambodia, China and the Democratic People’s Republic of Korea in the Asia and the Pacific region; and Azerbaijan, Belarus, Georgia and Turkey in the Eastern Europe and Central Asia regions.

Given the regional dimension of the conflict, I reiterate the recommendation in my report on the situation of children and armed conflict in Chad (S/2008/532) that the respective United Nations country teams in the Sudan, Chad and the Central African Republic, as well as UNAMID, UNMIS, the United Nations Mission in the Central African Republic and Chad (MINURCAT) and the United Nations Peacebuilding Support Office in the Central African Republic (BONUCA) peacekeeping and political missions, dedicate the required resources to ensure that mechanisms are in place for information exchange and cooperation on cross-border child protection concerns such as the recruitment, release and reintegration of children.

But in the short to medium term, it is likely to reduce the ability of developing countries and poor people to close this gap by getting the textbooks, scientific information and computer software they need at affordable cost.

The purpose of the monitoring and evaluation activities is to increase knowledge about the application of the CRC at local and central government levels and to provide input to the Office of the Children’s Ombudsman and the Government indicating what action in the form of support, education, legislative measures, etc. needs to be taken to better protect and strengthen the rights and interests of the child in society.

ESCAP subprogramme 8, Subregional activities for development, includes subregional-level work delivered from the existing subregional office for the Pacific and three new offices covering North and North-East Asia, North and Central Asia, and South and South-West Asia, while ESCAP headquarters will handle the work for the South-East Asian subregion.

Partnership agreements with the Afghan Institute for Rural Development and the Central Statistics Office mean that expertise exists in the country to design implement and report on similar surveys in the future.

In the face of drug trafficking, the most destructive of all forms of transnational organized crime, Cuba was totally disposed to collaborate at the regional and international level in serious and concerted efforts, but pointed out that the problem could not be solved by acting exclusively — or even primarily — in centres of production and transit; the fundamental responsibility lay with the major centres of consumption.

With the inability of Regional Officers to travel into mining areas and proactively inspect the licence status of miners and brokers, as well as issue appraisal vouchers to miners, all diamond-producing areas in Liberia, particularly those in close proximity to the Sierra Leone and Guinea borders, have seen an upsurge in illegal mining.

High-technology industries have enjoyed a sustained increase in the share of international trade for a prolonged period, growing more rapidly than other industrial classes such as primary products and low- and medium-technology products.6 Even though industries at lower levels of technological sophistication have expanded their share of exports less rapidly than high-technology industries, the deployment of more advanced process technologies, particularly when they involve the use of ICTs as general-purpose technologies, also creates opportunities for improving productivity and quality.
