Two of the 4 general temporary assistance positions, 1 P-4 and 1 P-3 Training Officers, and 1 P-4 continuing post, currently funded from the support account, design, deliver, upgrade, harmonize and evaluate three ongoing cross-cutting leadership programmes: the senior mission leaders’ programme, a two-week course, conducted twice annually at a host Member State, for 26 candidates from Member States, the Secretariat, the United Nations agencies, programmes and funds); the senior leaders’ programme, a compulsory orientation course for all mission personnel at the D-2 level and above, conducted twice annually in New York; and SMART, an intensive year-long programme involving distance learning and three week-long workshops for two groups of 40 candidates.

The IIEP communicated its messages and influenced discussions during meetings such as: the Accra meeting on Aid Effectiveness; the biennale of the Association for the Development of Education in Africa (ADEA); the Interagency Network for Education in Emergencies (INEE) round table on financing modalities in fragile situations; Brazil’s international seminar on Ethics and Transparency in Education; the Arab Economic and Social Development Summit; the International Conference on Education hosted by the International Bureau of Education (IBE); the Conference of Commonwealth Education Ministers (CCEM) and; the World Conference on Higher Education (WCHE) among other forums.

In terms of raising awareness of climate change, trade unions have made political statements about climate change and shared this information with their members; they have also shared general information about climate change at their facilities, with a focus on the linkage between climate change and issues of equity, justice and solidarity; and they have carried out awareness-raising campaigns at work sites, which use brochures, websites and audiovisual materials to promote energy effiency, sustainable transport solutions and responsible purchasing.

Appropriate measures by the State to facilitate provision will depend on the local context and might include steps to formalize the legal status of settlements, guarantees that people will not be forcibly evicted, the provision of financial assurances, and, in some circumstances, resettlement to an alternative area as long as human rights standards are respected.35 Where the issue of the lack of security of tenure has not yet been resolved, States should at least take measures to ensure that the informal service provision that often prevails in such areas meets minimum human rights standards, as further outlinedbelow, or that innovative solutions to providing formal services are implemented.

It is anticipated that recurrent and non-recurrent publications will be issued as summarized in table 10.3 below and in the information on outputs for each subprogramme.

The recent spread of pandemic strains of avian influenza and influenza A (H1N1), issues relating to microbial hazards in drinking water, climate change and emerging and re-emerging vector borne diseases have demonstrated the need to study and take action on multi-scale phenomena, including very large-scale determinants such as climate, economy and population migrations.

It also stressed the need for CAPSA to redouble efforts to increase member State contributions and, in that regard, viewed the funding mechanisms described in the note by the secretariat6 as a good step forward.
