In accordance with Article 11 of the Statute of the Joint Inspection Unit (JIU), the Director-General transmits the following JIU reports to the Executive Board for consideration, accompanied by his own comments and observations: JIU/REPORT/2005/8 Further measures to strengthen United Nations system support to the New Partnership for Africa’s Development (NEPAD); JIU/REPORT/2006/2 Oversight lacunae in the United Nations system; JIU/REPORT/2006/4 A second review of the implementation of Headquarters agreements concluded by United Nations system organizations: Provision of Headquarters premises and other facilities by host countries; and JIU/REPORT/2006/5 and Corr.1 Towards a United Nations humanitarian assistance programme for disaster response and reduction: Lessons learnt from the Indian Ocean tsunami disaster.

The Special Committee recognizes the positive role that peacekeeping operations can play in promoting gender-sensitive security sector reform and the development of security services that better respond to women’s needs, such as through, for example, the deployment of female peacekeeping personnel which can be a means of encouraging more women to serve in the reformed security sector of the host Government, through the provision of gender expertise in support of security sector reform processes, and through the incorporation of gender perspectives in security sector reform programmes.

Bilateral agreements on international road transport normally require carriers to observe the domestic standards of host countries, which are mostly different from the countries where the carriers are registered.

At the 9th and 10th meetings of the Special Committee, the representatives of Bolivia (Plurinational State of), Brazil, China, Cuba, Ecuador, El Salvador, Guatemala, Indonesia, Mali, Mexico (as host country of the first Latin American and Caribbean Unity Summit), Nicaragua, Papua New Guinea, Paraguay, Peru, the Russian Federation, Sierra Leone, the Syrian Arab Republic, Tunisia, Uruguay (on behalf of the States members of the Southern Common Market (MERCOSUR) and associated States) and Venezuela (Bolivarian Republic of) also made statements on the question of the Falkland Islands (Malvinas).

The considerations that would affect this timeline would include: negotiations between the Somali authorities and the host State for the establishment of the court; the need for a Somali constitutional and legislative basis for the extraterritorial court; the need for Somali criminal and procedural legislation for the conduct of piracy prosecutions; negotiations between naval States, the Somali authorities and the host State for the transfer of suspects; the training of Somali judges, prosecutors and other legal professionals, and possible recruitment of international experts; the need to find suitable premises, to construct or refurbish courtrooms and detention facilities, and to put security arrangements in place; and the need to ensure that sufficient prison capacity to international standards is available in Somalia.

All national systems need to adopt a principled approach to the question of adjudicative extraterritorial jurisdiction, balancing the interests of claimant, defendant and States, especially in situations where there is a heightened risk of denial of remedy in the host country.

The SBI stressed decision 2/CP.17, paragraph 140, requesting the Global Environment Facility to support the operationalization and activities of the CTCN without prejudging any selection of the host.

UNDP agrees with the 13 JIU recommendations including (a) development of a comprehensive business case with consideration of alternative options; (b) negotiation with the host country government; (c) accounting for the full cost of offshoring; (d) establishment of project oversight teams; (e) seeking funding approval for potential separation liabilities linked to offshoring; (f) appropriate change management planning; (g) ensuring readiness of the Enterprise Resource Planning system to support offshore service centres; (h) ensuring staff security and disaster plans are in place; and (i) exploiting the possibility of joint efforts with existing offshore centres of United Nations system organizations.

Hence, Algeria welcomes the announcement made today by the Secretary-General and the three sponsors of the resolution on the Middle East adopted at the 1995 NPT Review and Extension Conference, in consultation with the States of the region, of the appointment of Mr. Jaakko Laajava as facilitator and of Finland as the host country for the 2012 conference on the establishment in the Middle East of a zone free of nuclear and all other weapons of mass destruction, in accordance with the action plan adopted at the 2010 NPT Review Conference.

To redress the situation, the Medical Benefits Fund’s reimbursement management software must take account of the following factors: (i) medical treatment in the host country and worldwide is becoming more and more complex; (ii) a Fund managing a small number of insured persons (about 8,000 persons only) will have great difficulty in adapting to the many foreseeable changes and developments in this field, especially as exchanges of administrative and medical information will increasingly take a non-tangible form owing to the use of the Internet; and (iii) the social security system of the host country, in which about 80% of the expenditure reimbursed by the Medical Benefits Fund is incurred, is undergoing in-depth reform entailing, in particular, a major change in the nomenclature of medical treatment, which will eventually consist of several thousand codes for medical services instead of the score at present used.

Together with ICLEI-Local Governments for Sustainability, SUN has produced, and is continually updating, a “Green Meeting Guide” to assist organizers and hosts in greening their meetings.

This would permit host Governments to fulfil their obligations to the Security Council by ensuring that payments made to the Eritrean authorities would not be used for violations of relevant resolutions.

In addition to responding to the needs of individual States Parties, the ISU provided intensive support to the President-Designate and Host Country of the Second Review Conference, including by carrying out three planning missions to Cartagena, Colombia, supporting two preparatory and two informal meetings as well as numerous small group sessions, compiling the information necessary for the President-Designate to prepare a comprehensive five-year review document, and implementing a communications strategy, including by establishing a dedicated web site for the Second Review Conference.

A Codex Committee may decide that the working groups will be managed by the Host Government Secretariat, or by another member of the Commission, having volunteered to undertake this responsibility and having been accepted by the Committee (hereinafter "the Host").

The Commission elected, along with the host country, China, the following countries to the Governing Council of UNAPCAEM for the period 2012-2015: Bangladesh; Cambodia; India; Indonesia; Pakistan; Sri Lanka; Thailand; and Viet Nam.

She concluded by thanking the Government of Canada for its hospitality in hosting the Multilateral Fund Secretariat in Montreal.

She also pointed out that costs related to holding Executive Committee meeting back-to-back with a Meeting of he Parties usually had little impact on the budget because of host government agreements.

We count on Member States to align their various national policies behind those priorities articulated by host countries, and to speak with one voice in their multiple functions as Council members, representatives to the Fifth Committee, members of the Special Committee on Peacekeeping Operations, or members of executive boards of United Nations agencies, funds and programmes, and international financial institutions.

(c) Parameters that are beyond the control of the Tribunal, mainly the daily subsistence allowance rate for Hamburg (increased from €247 to €317) and the inflation rate applicable in the host country (1.81 per cent).

Embassies provide support and consular services for visitors and residents. They also provide information on political and economic developments in the country they represent and work to maintain friendly relations with the host country.

Presentations were also made by Ambassador Ertuğrul Apakan of Turkey, speaking in his capacity as the representative of the host country for the Conference; Anda Filip, Permanent Observer of the Inter-Parliamentary Union to the United Nations, on the parliamentary track of the Conference and preparatory process; Arjun Karki, Chair of the Civil Society Organization Steering Committee, on the civil society track; and Gavin Power, Deputy Executive Director of the United Nations Global Compact Office, on the private sector track (see paras. 18-23 of the present report).
