Limited administrative support is also provided on a reimbursement basis to offices of other United Nations entities located in the Vienna International Centre, such as the Office of the United Nations High Commissioner for Refugees, the United Nations Environment Programme and the United Nations Interregional Crime and Justice Research Institute, located in Turin, Italy.

In follow-up to the recommendations of the Working Group, approved by the Security Council, and subject to and consistent with applicable international law and relevant Security Council resolutions, including Security Council resolution 1612 (2005) and 1882 (2009), I am entrusted, in my capacity as Chair of the Working Group, to commend the efforts undertaken by your Special Representative for Children and Armed Conflict, the Office of the United Nations High Commissioner for Refugees (UNHCR) and the United Nations Children’s Fund (UNICEF) in coordination with the Government of Sri Lanka to contribute actively to the protection of children.

The Permanent Forum reiterates the recommendation contained in paragraph 12 of the report on its third session (E/2004/43-E/C.19/2004/23) and requests that the International Organization for Migration, OHCHR, UN-Women, UNICEF, the Office of the United Nations High Commissioner for Refugees, the United Nations Office on Drugs and Crime and ILO report periodically to the Permanent Forum on their progress in addressing the problems faced by indigenous migrant women and girls, including the alarming trend of trafficking within and across national and international borders.

As noted in paragraph 25.23 of the proposed programme budget, in accordance with paragraph 20 of the Statute of the Office of the United Nations High Commissioner for Refugees (UNHCR), no expenditure other than administrative expenditures relating to the functioning of UNHCR shall be borne by the regular budget of the United Nations and all other expenditures relating to the activities of UNHCR shall be financed by voluntary contributions.

Given the fundamental interlinkages among peacekeeping, peacebuilding and humanitarian activities to achieve durable peace, Croatia is concerned to learn that there has been an upward trend in terms of the number and the complexity of refugee and IDP situations worldwide since the High Commissioner’s previous briefing, in 2006 (see S/PV.5353).

In the opinion of most Member States, the “promotion of human rights and struggle against discrimination” should not be designated as a new cross-cutting theme for UNESCO, stressing the fact that UNESCO’s comparative advantage was on human rights education and that its action should not duplicate work done by other United Nations bodies, and in particular, the Office of the High Commissioner for Human Rights.

This effort will be pursued in parallel with efforts to ensure the adequate inclusion of human rights within public policy in the context of the reconstruction process and to fulfil the additional responsibilities assigned to OHCHR by Human Rights Council resolution S/13.

Accordingly, we welcome the efforts of the United Nations High Commissioner for Human Rights and the Human Rights Council’s adoption of a resolution on 12 January 2009, which, inter alia, calls for an immediate cessation of Israeli military attacks and demands the withdrawal of Israeli occupying forces from the Gaza Strip; demands that Israel, the occupying Power, lift the siege imposed on the Gaza Strip and open all border crossings to allow for access and the free movement of humanitarian aid; urges all parties to respect international humanitarian and human rights law and to refrain from violence against the civilian population; and decides to dispatch an urgent international fact-finding mission to investigate all violations of international human rights and humanitarian law by the occupying Power.

In addition, the Special Envoy of the Secretary-General for HIV/AIDS in Asia and the Pacific as well as representatives of the following United Nations bodies, specialized agencies and related organizations attended: International Labour Organization; Joint United Nations Programme on HIV/AIDS; Office of the United Nations High Commissioner for Human Rights; United Nations Development Programme; United Nations Educational, Scientific and Cultural Organization; United Nations Population Fund; United Nations Children’s Fund; and World Health Organization.

In accordance with paragraph 6 of the annex to Economic and Social Council resolution 2008 (LX), the reports of the Joint Inspection Unit concerning the economic, social and human rights programmes of the United Nations system, including the reports dealing with the United Nations Development Programme, the Office of the United Nations High Commissioner for Refugees and the United Nations Institute for Training and Research, shall be examined by the Committee, which shall report thereon to the Council and the Assembly.

In addition, the ISU sought to broaden collaboration on victim assistance to include a number of actors that do not regularly participate in the work of the Convention, including the World Health Organisation, the International Labour Organisation, the International Disability and Development Consortium and the United Nations Office of the High Commissioner for Human Rights.

The following United Nations bodies, funds and programmes were represented: United Nations, Joint United Nations Programme on HIV/AIDS (UNAIDS), United Nations Capital Development Fund, United Nations Children’s Fund, United Nations Conference on Trade and Development, United Nations Development Fund for Women, United Nations Development Programme, United Nations Environment Programme, United Nations Population Fund, United Nations University, International Trade Centre, Office of the United Nations High Commissioner for Human Rights, World Food Programme.

At the global level, his delegation appreciated the work of the Permanent Forum on Indigenous Issues, endorsed the recommendation contained in paragraph 26 of the report of the United Nations High Commissioner for Human Rights (A/63/166) and reiterated the appeal made to Member States and donors in paragraph 47 of that report.

The same day, the security officer of the United Nations Department of Safety and Security (UNDSS) in Walikale sent an advisory by SMS to OCHA in the Democratic Republic of the Congo, security officers of the World Food Programme and the Office of the United Nations High Commissioner for Refugees (UNHCR), focal points of the United Nations Development Programme (UNDP) and United Nations Office for Project Services and MONUSCO security officers in Goma, stating that the area of Mpofi, on the Masisi-Walikale axis, had passed under the control of FDLR and that UNDSS recommended the suspension of movements in that zone.

Therefore, in accordance with the guidelines for the preparation of tables on illustrative indicators provided by the Office of the United Nations High Commissioner for Human Rights (OHCHR) (HRI/MC/2008/3), the data contained in this initial report are derived from process indicators, since, until a structural approach to the issue is developed, outcome indicators cannot be used.

The Subcommittee recommends that CONADEH: (a) step up its regular visits to detention centres; the visits should include direct contact with the detainee and onsite inspections of the premises in order to monitor the conditions in which detainees are held and the kind of treatment they receive; (b) respond promptly and effectively to any complaints it receives of torture or cruel, inhuman or degrading treatment; and (c) comply rigorously with its legal mandate to report violations of which it has knowledge to the Public Prosecutor’s Office, and ensure effective oversight of action taken by the judicial authorities.

In 2006, the Maldives opened a diplomatic mission in Geneva to facilitate interaction with the Human Rights Council and the Office of the High Commissioner for Human Rights, with a view to better implement its new international human rights commitments and follow-up on the Concluding Observations of Treaty Bodies, as well as to pursue its constructive dialogue with the Special Procedures of the Human Rights Council.

Following the application of the Convention to HKSAR, while C for R serves as the focal point within the HKSAR Government for matters relating to the implementation of the Convention, relevant Bureaux and Departments have the responsibilities to ensure that the policies and measures under their purview provide equal opportunities and rights for persons with disabilities in compliance with the spirit and provisions of the Convention.
