All those ugly acts have become routine affairs for the occupying regime.

Negative stereotyping in the media or by extremist political parties, coupled with advocacy of religious hatred, continued to be an alarming trend across the globe.

In the resolution the Human Rights Council proposed measures to counter intolerance, negative stereotyping and stigmatization of, and discrimination, incitement to violence and violence against persons based on religion or belief, including awareness-raising; promoting education; encouraging intercultural and interfaith dialogue; drawing up and implementing policies; taking administrative action aimed at combating intolerance and discrimination; and taking legislative measures targeted at deterring and punishing discriminatory and violent acts against individuals and property on the basis of religion or belief.

It is also why we joined the consensus in March at the Human Rights Council on its important resolution that addressed combating intolerance, negative stereotyping and the stigmatization of, and discrimination, incitement to violence, and violence against, persons based on religion or belief (A/HRC/RES/16/18).

It is also unfortunate that Israel, whose people had the experience of suffering and deprivation in the past, instead of avoiding those ugly practices, has continued to violate international humanitarian law by committing systematic human rights violations and imposing deprivation against the Palestinian people.

It is therefore only appropriate to begin this statement by paying sincere and heartfelt tribute to the more than 8,000 boys and men killed in what has been declared the worst atrocity committed in Europe since the Second World War.

It is crucial that individuals exercising this right are able to operate freely without fear that they may be subjected to any threats, acts of intimidation or violence, including summary or arbitrary executions, enforced or involuntary disappearances, arbitrary arrest or detention, torture or cruel, inhuman or degrading treatment or punishment, a media smear campaign, travel ban or arbitrary dismissal, notably for unionists.

The Committee recommends that information regarding the implementation of article 4, in particular 4 (b), is made available in the next periodic report to the Committee, detailing its efforts to prohibit and suppress racist organizations.

Recognizing also that working together to enhance implementation of existing legal regimes that protect individuals against discrimination and hate crimes, increase interfaith and intercultural efforts, and to expand human rights education are important first steps in combating incidents of intolerance, discrimination and violence against individuals on the basis of religion or belief

It also asked Norway to pay close attention to protecting the rights of migrant workers, and called upon Norway to respect the rights of refugees, freedom of expression and religion and the non-stigmatization of some sectors of society in fighting terrorism.

At its sixty-sixth session, the General Assembly requested the Secretary-General to submit to the Assembly, at its sixty-seventh session, a report on the implementation of the resolution, including information on steps taken by States to combat intolerance, negative stereotyping, stigmatization, discrimination, incitement to violence and violence against persons, based on religion or belief (resolution 66/167).

Israel, the occupying Power, must refrain from any attempts to change the character of East Jerusalem, including excavations near the Al-Aqsa mosque, and put an end to its aggressions against Islamic sites, notably the historic Ma’man Allah cemetery, which contains the tombs of prominent Arab and Muslim personages, and to its attempts to deface or eliminate its Islamic and Arab features and to build a museum over it.

The victims’ fear of reprisals, the lack of trust in institutions, the absence of appropriate legal and psychosocial support, the lack of adequate and differentiated protection, and the social stigmatization of victims hamper the full understanding of the extent of the problem.
