In accordance with rule 50 of the rules of procedure of the Council, invoked toimplement a no-action motion, the representatives of Qatar and Pakistan spoke in favour of the no-action motion on the call for action by the representative of the United States, and the representatives of the United Kingdom and Romania spoke against the motion.

In order to reinforce UNESCO’s action to that end, it invited the Director-General, firstly, to strengthen UNESCO’s programmes and actions to fulfil its commitment towards mutual understanding and respect for all peoples’ religious and cultural values, and freedom of expression; secondly, to accelerate the implementation of the plan of action for the dialogue among civilizations, cultures and peoples with a view to creating a culture of peace and of living together; thirdly, to undertake a compilation and comprehensive study of all existing relevant international instruments, and to propose means and modalities of action available to UNESCO for the purpose of furthering mutual understanding in order to overcome the still prevailing ignorance of each other’s ways and lives, and of promoting peace, tolerance and dialogue among civilizations, cultures, peoples and religions.

The Group will continue to grant the Relevant Financial Assistance to GP Corp. which shall (i) amount to not more than HK$212,660,000 (being the total amount of the Relevant Financial Assistance as at the Latest Practicable Date); (ii) bear interests at the rate that equals the benchmark interest rate set by The People’s Bank of China (“PBOC Interest Rate”) from time to time; (iii) be unsecured; and (iv) be for a term ending on the second anniversary of the issuance of the JV Business Licence.

(g) Universal approaches can be usefully complemented by cooperative efforts and initiatives, such as the Proliferation Security Initiative, the Global Partnership against the Spread of Weapons of Mass Destruction and the Global Initiative to Combat Nuclear Terrorism, as well as regional lines for action, towards the implementation of non-proliferation obligations.

During their visit, the Working Group found that the challenges faced by people of African descent in Portugal related mainly to their lack of recognition as a specific group in the national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence of racial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special measures or affirmative action policies in Portugal for people of African descent or other minorities.
