The new programme orientations have been defined, widely shared with and accepted by partners and firmly entrenched within the operations of the Office; new quality projects are being developed and funded, with some already in the implementation stage, and the former portfolio of projects will be totally phased out in 2009; the challenge of aligning administrative and financial procedures, adapting corresponding tools and achieving an effective control environment has been addressed with major steps already completed and others well engaged; personnel have received necessary training in many essential aspects, developed an institutional understanding and are able and motivated; linkages and proper working procedures with programme sectors and central services at Headquarters have been re-established and consolidated; networking with other field offices in the region, and even beyond, is taking place; and UBO is well integrated within the UNCT.

The Executive Committee reviewed the terminal report presented along with the institutional strengthening project renewal request for the Hashemite Kingdom of Jordan and noted with appreciation Jordan’s steadfast dedication to the objectives of the Montreal Protocol as seen through its record of compliance and observed through its active participation at the international and regional ozone meetings.

Recognizing with satisfaction that, in the Final Document of the 2000 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons, the Conference undertook to make determined efforts towards the achievement of the goal of universality of the Treaty, called upon those remaining States not parties to the Treaty to accede to it, thereby accepting an international legally binding commitment not to acquire nuclear weapons or nuclear explosive devices and to accept Agency safeguards on all their nuclear activities, and underlined the necessity of universal adherence to the Treaty and of strict compliance by all parties with their obligations under the Treaty”.

Finally, my delegation would like to reaffirm Viet Nam’s steadfast support for the peaceful settlement of the Israeli-Palestinian conflict and the realization of two States, Israel and Palestine, living side by side in peace, within secure and recognized borders, on the basis of the road map, the Arab Peace Initiative, the Annapolis understanding and relevant Security Council resolutions, including resolutions 242 (1967), 338 (1973), 1397 (2002), 1515 (2003) and 1850 (2008).

The delegation recalled that, during its review by the Working Group in December 2009, the Government of Equatorial Guinea made a detailed report to the Council on the human rights situation in the country and endeavoured to show its unequivocal commitment to the ideals and values of the promotion and protection of the rights inherent to human dignity.

I also wish to extend my sincerest thanks to all the delegations, which have shown a great sense of responsibility throughout the proceedings, thereby demonstrating their firm and steadfast commitment to combating doping in sport.

As for Uzbekistan, it must fulfil all of its international commitments, namely, by putting an end to persecution of human rights defenders, releasing those defenders who remained imprisoned, and persevering on the path of respect for human rights, democratization and the rule of law, with the assistance of the European Union where appropriate.

(a) the Conference reconfirms the unequivocal commitment to the implementation of the resolution on the Middle East adopted by the 1995 Review and Extension Conference.

We also welcome the declaration by the leaders of the Group of Eight in Hokkaido, Japan, that they are firmly committed to working to fulfil their commitments made at Gleneagles, Scotland, including increasing, compared to 2004, with other donors, ODA to Africa by $25 billion a year by 2010.

The Committee also recommends that the State party draft and adopt comprehensive legislation providing entrenched protection against racial discrimination.

This commitment to the provision of PRH is firm and will not be changed as a result of the debate on Subsidising home ownership.

However, much remains to be done, and the unwavering support and continued cooperation of Lebanon and all other States concerned, as well as donor countries and relevant organizations, are needed if the Office of the Prosecutor is to fulfil its mandate.

We thus trust that the international community will maintain its resolve to confront this threat in the appropriate manner and in so doing protect the credibility and respect of our international system and the prospects for attaining peace and security in the Middle East.

At those meetings, the Secretary-General had reiterated to the parties the commitment of the United Nations to pursuing the process of negotiations as mandated by the Security Council and had emphasized the fact that future negotiations would build on the progress made in the four rounds of talks held in Manhasset, New York, United States of America, and that his new Personal Envoy would be guided by Council resolution 1813 (2008) and earlier resolutions.

The Network concluded that the elections had met many of the international standards for elections and that the Central Election Commission had shown a “high level of commitment during the preparations for the elections”.
