It rests on the principle that all costs incurred in executing an extrabudgetary project funded from voluntary contributions must be budgeted for and charged to that project, except for indirect fixed costs (such as depreciation costs of buildings in which staff assigned the extrabudgetary projects work) that are neither budgeted for nor reimbursed to the regular programme, in accordance with the HLCM principled decision.

As PAM met the criteria set out in General Assembly decision 49/426, he saw no reason not to adopt the draft resolution in time for it to be included in the Committee’s report to the General Assembly at the current session.

The Declaration emphasizes that, in order to promote development, equal attention and urgent consideration should be given to the implementation, promotion and protection of civil, political, economic, social and cultural rights and that, accordingly, the promotion of, respect for and enjoyment of certain human rights and fundamental freedoms cannot justify the denial of other human rights and fundamental freedoms.

The Committee does not consider that adequate justification was provided for the reclassification of one of the P-4 posts in the Unit to the P-5 level and does not recommend approval of that proposal.
