However, now that the relevance of the mainstream news media is being challenged by the rising popularity of alternative sources, news distribution platforms are rapidly multiplying and diversifying and social media tools are revolutionizing the way in which people access and share information, the Committee wonders whether the time has come for the Department of Public Information to assess how it can enhance the responsiveness of its public information activities to the Organization’s needs, how it can bring greater creativity and innovation to its work, and how it can continue to promote the work of the United Nations in a way that is more relevant to the daily lives of individuals all around the world.

The Republic of Azerbaijan has repeatedly stated that, despite ongoing political efforts towards the earliest resolution of the conflict on the basis of the generally accepted norms and principles of international law, the policy and practice of the Republic of Armenia, the occupying Power, implemented inter alia through various illegal activities in the occupied territories of Azerbaijan, clearly testify to its intention to secure the annexation of these territories (see, for example, the most recent document circulated by Azerbaijan: A/64/760-S/2010/211).

One delegation drew the attention of the Commission to the problems created by the proliferation of physical working groups held in various countries, which created an additional burden on developing countries and also proposed that they should be listed in the schedule of Codex sessions.

In its resolution 2003/31, entitled “Functioning of the Commission on Crime Prevention and Criminal Justice”, the Economic and Social Council decided that, with effect from 2004, the Commission on Crime Prevention and Criminal Justice should, at the end of each session, elect its bureau for the subsequent session and should encourage the bureau to play an active role in the preparation of the regular session as well as the informal intersessional meetings of the Commission, so as to enable the Commission to provide continuous and effective policy guidance to the United Nations crime prevention and criminal justice programme; and also decided that the Chair of the Commission should, whenever appropriate, invite the Chairs of the five regional groups, the Chair of the Group of 77 and China and the representative of or observer for the State holding the Presidency of the European Union to participate in the meetings of the bureau.

It identified a number of broad policy directions that must be promoted, as follows: (a) Governments should increasingly take on a more central development role in cities; (b) reformed urban planning systems must fully and unequivocally address the current and emerging urban challenges, including climate change, rapid urbanization and poverty, shrinking cities, ageing, multicultural composition of cities, informality and safety; (c) countries should formulate national urban policies in order to address urban challenges and prospects more systematically; and (d) capacity to enforce urban planning regulations, which is seriously lacking in many developing countries, should be given very high priority and should be developed on the basis of realistic standards.
