It expressed concerns about the pervasiveness of patriarchal attitudes, deep-rooted traditional social prejudices and stereotyped attitudes as a major obstacle to the advancement of women and as a root cause of their disadvantaged position, including in the labour market.

During their visit, the Working Group found that the challenges faced by people of African descent in Portugal related mainly to their lack of recognition as a specific group in the national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence of racial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special measures or affirmative action policies in Portugal for people of African descent or other minorities.

The situation is also characterized by a high infant mortality rate, malnourished children, poor sanitation and a high rate of school drop out.

We, like all nations, need to work together to strengthen our common human heritage, reject violence and prevent conflict through solidarity, dialogue, tolerance and understanding, breaking away from the stereotypes and intolerances of the past.

When the State fails to hold the perpetrators accountable, impunity not only intensifies the subordination and powerlessness of the targets of violence, but also sends a message to society that male violence against women is both acceptable and inevitable.

Aware that increasing populations, economic growth and adverse and volatile climatic conditions have increased the urgency of enhancing investment in the agricultural sector for the purpose of ensuring food security while also achieving poverty reduction and sustainability goals, the Committee recommends that growth opportunities be created simultaneously in other sectors of the economy in order to increase overall economic productivity and decrease disparities in income distribution.

However, traditional stereotypes existed in society, and therefore the Government acknowledged the need for greater efforts in terms of public awareness activities and training to change persistent attitudes in society.

Furthermore, the State party should enhance its efforts to eliminate existing patriarchal and gender stereotypes on the roles and responsibilities of women and men in the family and in society by, inter alia, adopting programmes that seek to raise awareness in society of gender equality.
